Provide marine pilotage to all types of vessels calling at Qatar Shipyard & RL Ports. Marine pilotage includes approaches, channel navigation, docking/undocking, and harbor movements.
As a Subject Matter Expert (SME) this position aims at effective & efficient output of assisting Section / Department manager in overall operations of the marine maneuver function ensuring the vessels are maneuvered and berthed within Safety, Quality, timely and budgetary targets.
Key Accountabilities:
1. Piloting, docking and undocking of vessels from the yard main docks in a safe and effective manner. Piloting of vessels in and out of the shipyard harbour water.
2. Apply expertise in use of multi tugs for complex towing operations and manual handling of vessels in restricted waters.
3. Dry Docking, anchoring and use of multiple tugs for complex towing operations and be able to manually handle vessels on conventional mode in restricted waters, close quarters to other vessels and fixed structures.
4. Review, check & approve the Vessel ballast conditions and the requirements, stability, and all other issues related to safe docking , undocking & sailing of the vessels.
5. Management of the day-to-day operations of the marine department function to ensure that work processes are executed as required complying to relevant procedures.
6. Provide guidance to dock sailor team, monitor and ensure all dock preparations & other marine related activities are executed correctly & to the required standard.
7. Identify talent and engage them to drive continual improvement efforts and training of staff.
8. Ensure all marine operation related reports are prepared and reported as required by the management.
9. Ensure compliance to all relevant safety, quality and environmental management policies, procedures and controls across the section in order to guarantee employee safety, protecting relevant company property, compliance with legislations and a responsible environmental attitude.
10. Adhere to all health & safety protocols, participate in wellbeing & wellness programs, and promptly report any concerns regarding the wellbeing of oneself & others to foster a culture of best practice.

Purpose:
Communicate with own and other section employees for coordination and timely completion of all Marine movements in a safe manner.
External:
Clients / Vessel owners / masters / Port authorities
Purpose:
Planning and sequencing of berthing , docking, undocking and sailing operations safely.
Scheduling & communications with Port Pilots.
Qualifications:
• Master Mariner (FG) class I (unlimited with valid STCW Certificate).
• Knowledge of the management of large-scale port cargo operations including port rules, regulations, policies, and procedures pertaining to operations and activities will be an added advantage.
Experience:
• A minimum of 10 years Sea going experience as officer of the watch with at least 5 years’ experience on large size vessel (VLCC, Capesize) in capacity as Chief Officer or Master. Or 5 years Sea going experience on large size vessel (VLCC, Capesize) as Chief Officer or Master.
• 5 years as Pilot on all types of vessels.

ii. Technical:
• Detail knowledge of International, State and Local regulations pertaining to Port operations, logistics, and fully familiar with International Maritime Conventions such as SOLAS, MARPOL, STCW, etc.
• Extensive knowledge of the occupational hazards and work safety precautions in a Shipyard/port operations area.
• Proficient in ship handling, precision pilotage, mooring / unmooring of different types of ships.
• Experienced in Stress and Stability calculations, ballast control for docking operations.
