Job Description
Role Summary
- Contracts management of all Works Contractors, General Engineering Consultants (GEC) for design & supervision, and supervision only services, across all RPD Projects.
- Responsible for the administration, preparation, processing & approval of GEC Change Requests & Contract Addendums (CVA) through to financial approval and issuing for use.
- Oversight and administration of all GEC and Contractors claims.
- Revising and maintaining of a comprehensive, latest edition, suite of Tender Documents for Works Contractors, and all GECs for design & supervision, and supervision only.
- Drafting detailed procedures for all contract and commercial requirement.
- Preparation of Monthly and Weekly Procurement & GEC CVA progress reports.
Responsibilities
- Preparation and revision of all tender and contract documents for Works Contractors, and GECS for design and supervision services, and supervision only Contracts.
- Up-dating data-base of Tender and Contract documents on PMDS, for use by tender teams, area teams, commercial and procurement staff, and by GECs, including latest statute, PWA, other authorities, stakeholder, and Contracts Department, revisions and supplements; Preparation, research and processing of Change Requests for Design & Supervision, and Supervision only GECs, to obtain President approval, and to proceed on to CVA for approval.
- Preparation, research and processing of Change Requests for specialist items of construction work for general application across all RPD projects, and to proceed on to CVA for approval.
- Preparation of CVA for all GEC Contracts with background and substantiation to submit to tender committees (GTC and ITC). Followed by preparation of substantiation to ESD for audit and to report back to Tender Committee for final approval, seek financial approval and issue.
- Operational knowledge of relevant Public Works Authority (PWA) contract and procurement procedures, Qatar Government procedures and requirements, and with the PWA Conditions of Contract and Specifications including QCS 2014 and all subsequent revisions.
- Administration of Contractor and GEC Claims, drafting replies and providing advice on reports; · Implementation of general Contract Management and Administration advice and preparation of detailed Contract Management procedures for implementation by Commercial Team.
- Preparation of Monthly and Weekly Procurement, GEC CVA, and GEC Appointment progress reports, in various formats as required.
- Mentor Staff
- Other duties as assigned.
Relationships
- Collaboratively work with the Commercial Team members, PWA Project Engineers and Project managers, and GEC counterparts in resolving all project commercial issues.
- Collaboratively work with the Commercial Team members to coordinate required PWA approvals and resolve any and all project commercial delivery issues.
Qualifications
- Minimum 10+ years' experience in contracts management, preferably in the construction or engineering sector.
- Bachelor's degree in a relevant Engineering field, Civil Engineering, or Construction Management. Master's degree in a related field is advantageous.
- Extensive knowledge of contract law, procurement processes, and commercial practices in Qatar.
- Proven experience in managing complex engineering and construction contracts.
- Strong understanding of Public Works Authority (PWA) contract and procurement procedures.
- Excellent analytical and problem-solving skills with attention to detail.
- Outstanding negotiation and stakeholder management abilities.
- Proficiency in contract management software and Microsoft Office suite.
