Job Description

Key Responsibilities:


  • Establishing Business Analysis Processes:
    • Develop and implement comprehensive business analysis processes and methodologies tailored to the smart city project’s needs.
    • Create and standardize documentation templates, workflows, and best practices for process mapping, requirements gathering, and stakeholder engagement.
    • Ensure that the established processes are scalable, repeatable, and adaptable to the evolving needs of the project.
  • Team Leadership & Management:
    • Lead, mentor, and manage a team of junior and mid-level business analysts, providing guidance and support to ensure high-quality deliverables.
    • Allocate resources effectively within the team, ensuring that all functional areas of city operations are covered and project milestones are met.
    • Foster a collaborative and learning-focused environment, encouraging continuous professional development among team members.
  • Strategic Analysis & Process Mapping:
    • Oversee the documentation and analysis of current operations ("as is" state) across various city functions, including public safety, traffic management, waste management, and more.
    • Lead the development of optimized workflows ("to be" state) that align with the smart city vision, ensuring that all processes are designed for efficiency and scalability.
    • Ensure alignment of all business analysis activities with the broader project objectives and stakeholder expectations.
  • Stakeholder Engagement & Relationship Management:
    • Serve as the primary liaison between the business analysis team and key stakeholders, including city management, department heads, and external partners.
    • Organize and facilitate high-level meetings and workshops, driving consensus and securing buy-in for the proposed business analysis processes and solutions.
    • Provide regular updates to senior management and stakeholders, ensuring transparency and effective communication throughout the project lifecycle.
  • Quality Assurance & Reporting:
    • Establish quality assurance standards for all business analysis activities, ensuring that documentation, reports, and deliverables meet the highest standards of quality and accuracy.
    • Oversee the preparation of comprehensive reports and presentations that clearly communicate findings, recommendations, and progress to stakeholders.
    • Implement continuous improvement practices within the business analysis processes to ensure ongoing effectiveness and relevance.
  • Support Implementation & Continuous Improvement:
    • Collaborate closely with the software development and project management teams to ensure that business requirements are accurately translated into technical specifications.
    • Monitor the implementation of proposed solutions, ensuring that they meet operational requirements and deliver expected outcomes.
    • Lead post-implementation reviews to assess the effectiveness of changes and identify opportunities for further process improvements.

Requirements

Required Qualifications:


  • Education:
    • Bachelor’s degree in Business Administration, Management Information Systems, Urban Planning, or a related field. A Master’s degree is a plus.
  • Experience:
    • 5-7 years of experience in business analysis, process mapping, or a related role, with at least 2-3 years in a managerial or leadership position.
    • Demonstrated experience in establishing business analysis processes and frameworks, particularly in complex, large-scale projects.
    • Experience in city operations, municipal services, or smart city projects is highly desirable.
  • Skills:
    • Strong leadership and team management skills, with a proven ability to develop and implement processes from the ground up.
    • Excellent analytical and problem-solving abilities, with a strategic mindset and attention to detail.
    • Exceptional communication and interpersonal skills, with the ability to engage and influence stakeholders at all levels.
    • Proficiency in business process modeling tools and techniques (e.g., BPMN, flowcharts) and familiarity with Agile methodologies.

Preferred Qualifications:


  • Experience with smart city technologies, IoT, digital transformation, or related fields.
  • Knowledge of municipal operations, urban planning, or infrastructure management.
  • Proficiency in project management tools and software, with a strong understanding of best practices in business analysis and process improvement.
