About the role:
Responsible for service delivery of the baggage handling, PLB, Bridge Mounted Equipment (BME), Fixed Ground Power Units (FGPU), and Fixed Pre-conditioned Air Units (FPCA) operations within the scope of MATAR responsibility as part of MATAR Operations’ Management Team on shift duty. Ensures that services being provided meet or exceed all regulatory requirements, industry standards and best practices, and stakeholders' expectations in line with corporate policy and within the given budgets. Accountable for safe, secure, and smooth running of the baggage handling, PLB, BME, FGPU, and FPCA operations from customer experience, OTP, and equipment, systems & facilities availability perspectives. A champion for team work, provide leadership, guidance, and support to all relevant stakeholders in the baggage handling and PLB/BME/FGPU/FPCA processes.
Key responsibilities
Monitor and control of the Baggage Handling System (BHS) and hold baggage screening system (HBSS) O&M Contractor's to ensure the agreed service level is met. Monitor and control the PLB Services Contractors to ensure the agreed service level is met. Monitor and control the Tub Circulation Contractors to ensure the agreed service level is met. Study, compile, and analyse statistics reports to identify and escalate risks and/or operational deficiencies regarding baggage handling failures and develop action plans to reduce future potential risks. Recommends and suggests any modification / enhancements to the processes, facilities and systems Relating to baggage handling and hold baggage screening operations and accordingly evaluate/review efficiency. Coordinate between operational and maintenance requirements to ensure seamless operation. Ensure execution of agreed regular maintenance activities in accordance with BHS and HBSS provider guidelines. Ensure all employees follow safety procedures when operating/using all BHS and HBSS equipment and systems including ancillary facilities to avoid injuries or incidents. Ensure compliance with all standard operating procedure for baggage handling and related facilities. Ensure safe and efficient operations of all PLB, BME, FGPU, and FPCA within the department scope of responsibility. Ensure adequate and efficient resources allocations including system availability and other operational requirements. Responsible for providing baggage and PLB statistics to the MATAR management team. Responsible for writing reports such as but not limited to incident reports, shift reports, and safety reports for HIA management team to highlight required actions points as/when required. Build and maintain good relationship between MATAR, governmental agencies, handling companies/carriers and appointed contractors . Ensure that decisions taken by the company and its policies are followed and implemented. Support accident and security incidents investigation related to the area of responsibility to ensure accurate and transparent information is provided. Ensure that manuals, process descriptions and procedures, and Business Continuity Plan are up to date and are in line with international and national regulations and policies. Crisis management to resolve problems related to baggage handling, PLB, BME, FGPU, FPCA operations. Implement and oversee emergency protocols within the baggage area as defined in the Airport Emergency Plan. Perform other department duties related to his/her position as directed by the Head of the Department
Qualifications
About you: Bachelor’s Degree or Equivalent with minimum 4 years of job-related experience. Relevant experience in airport, airline ground services or ground handline company. Experience in a supervisory role of the BHS operation and maintenance team, in similar sized airport with in-line hold baggage screening system. Good knowledge of IATA requirement related to baggage handling operation. * Basic knowledge of TSA and/or ECAC requirement to hold baggage screening.
