Job Description

This job will require you to build a new team in India to design and deliver a new digital government application. This new set of enterprise and end user-facing applications will serve a vast community of users across the globe. You will lead a team that will design and develop a highly scalable digital government application that will deliver hundreds of services to hundreds of millions of residents. Experience with leading a team, working with cross-geographic partners, software architecture, cloud infrastructure, frontend/backend development, agile methodologies, and clean code principles is a must. You should have supported a development team and must have experience with design, delivery, and customer support. We are a startup team with huge plans, a large vision, and a determination to move fast. 


We are starting a new team in India, and you will be part of the journey to build a brand-new team and deliver a high-impact product. You will work with the rest of the development team in the US and Canada.

You will also apply your learnings from your experience, especially from your mistakes and the challenges you've faced - e.g. technical debt, developer productivity issues, troubleshooting and diagnosability issues, usability problems, performance issues, reliability challenges, etc. You and your teammates will bring a broad range of perspectives, experience, and knowledge to help build outstanding applications that will serve our community! You will be working with hundreds of specialists across Oracle in areas of Payments, CX, HCM, Digital Identity/Biometrics, Gen AI, Workflow/Process automation, etc. You will be building a 0-1 product that will change how governments operate and transform the lives of people.


Minimum Qualifications


  1. BS or MS degree or equivalent experience relevant to functional area. 
  2. 10+ years of software engineering or related experience.
  3. 3-5 years of experience in recruiting, mentoring, and leading teams that have built 0-1 products.
  4. Strong system design knowledge and distributed systems architecture best practices
  5. Knowledge of clean code principles and experience writing great code in Java or other OO languages.
  6. Strong expertise in System Design, REST, SQL, and Data model design
  7. Good understanding of authentication, authorization, and access control mechanisms
  8. Working experience with any payment solution
  9. Experience with Gen AI and working with Data Scientists. You will be working very closely with our Data Science team to build Gen AI and business automation capabilities within our product. This is a high-priority area.
  10. Experienced in any of the computing platforms, such as OCI, AWS, GCP, or Azure
  11. Experience with CI/CD
  12. Hands-on experience working with  incident management, monitoring, observability, and testing methodologies

Preferred Qualifications


  1. Practical experience in building digital government solutions
  2. Development experience in any of these domains - HCM, Financials, CX, SCM
  3. Worked in Agile environments and with Agile methodologies - We are an agile development team.
