Our Client, a Karachi based company, seeks to appoint experienced and seasoned professionals for the following role in public sector:
Job Purpose/Mandate
The incumbent will play a crucial role in facilitating effective interaction between the organization and various government entities, ensuring compliance with regulations, and advocating for the organizations interests. The successful candidate should have a strong understanding of government policies, public administration, and experience in stakeholder engagement. This Senior Management Position - Government Relations will be responsible for managing and enhancing the organization's relationship with government entities within the public sector of Pakistan's petroleum industry. This role is instrumental in navigating the regulatory landscape, advocating for favorable policies, and ensuring compliance with all relevant legal and governmental requirements.
Specific Duties & Responsibilities:
Government Liaison
Serve as the primary interface between the organization and pertinent governmental bodies, including:
- Ministry of Petroleum and Natural Resources
- Oil and Gas Regulatory Authority (OGRA)
- Pakistan Petroleum Exploration and Production Companies Association (PPEPCA)
- Federal Board of Revenue (FBR)
- Environmental Protection Agency (EPA)
- Public Procurement Regulatory Authority (PPRA)
- Other government authorities and provincial ministries
- Foster relationships at various levels of government to facilitate effective communication and dialogue
Policy Advocacy
- Monitor, analyze, and interpret emerging policies and provide timely feedback
- Develop advocacy strategies to policy decisions
Stakeholder Engagement
- Coordinate outreach programs, workshops, and meetings with government stakeholders to ensure the organizations objectives are well represented
- Collaborate with industry associations and other stakeholders to promote joint initiatives on regulatory matters
- Engage with senior management to shape the organizations response to policy changes and government directives
Compliance and Regulatory Oversight
- Obtain necessary licenses and approvals from local and federal government bodies
- Work closely with legal teams to address compliance issues, regulatory changes, and disputes
Crisis Management
- Manage and resolve conflicts with government entities that may arise from operational activities
- Develop and implement crisis management protocols to address unforeseen operational disruptions, ensuring minimal impact on business continuity
Training and Development
- Provide training to internal teams on government regulations, compliance requirements, and effective communication strategies with government bodies
- Mentor junior staff in government relations to build internal capacity for effective engagement
Qualification and Skills:
Educational Qualifications
- Minimum 16 years of education, preferably a Master's degree from a renowned and HEC-recognized university in Public Policy, Law, Business Administration, Public Administration or relevant qualification
Professional Experience
- Minimum 8 years of professional experience in government relations, public affairs, or advocacy roles within the oil and gas/petroleum sector; experience in the public sector is preferred
- At least 5 years of related functional experience in a similar role at an equivalent position or one position below
- Proven experience in dealing with government bodies and understanding the regulatory frameworks governing the petroleum industry in Pakistan
Skills
- Strong understanding of the petroleum sector, production, distribution, and regulatory challenges
- Excellent negotiation, communication, and interpersonal skills
- Ability to analyze complex technical and regulatory documents
- Proficient in Microsoft Office Suite and relevant research tools
