UNDP Rule of Law Programme in Pakistan is working to strengthen the rule of law and to ensure equal access to justice, particularly for women and marginalized groups across Pakistan in Khyber Pakhtunkhwa (KP) including the merged districts (MDs), Balochistan, Sindh, Gilgit Baltistan, and Islamabad Capital Territory (ICT). Working in close collaboration with a range of government, rule of law and justice sector institutions, the overall Programme of work aims to enhance and sustain peace and stability for the longer- term in Pakistan.
The overall Programme activities and interventions therefore directly correspond with the government of Pakistan’s strategies and commitments to rule of law and justice reforms as well as improving the efficiency and effectiveness of institutions to deliver accountable and affordable security and justice services to the public.
As such the Rule of Law Programme implementation is guided by the following four strategic objectives:
- Policy, legal and regulatory frameworks strengthened to warrant people-centered, equitable, timely, affordable justice and security delivery to all people with an emphasis on women, marginalized and vulnerable groups, and digital technologies.
- Capacity of justice and security stakeholders (duty bearers) enhanced to deliver inclusive, timely, and accessible services to all people with an emphasis on women and digital technologies.
- Capacity of women, and the most vulnerable and marginalized (rights holders) strengthened to access referral pathways to justice and security.
- Justice and security sector institutional facilities enhanced to deliver inclusive, timely, and accessible justice and security services, through women friendly and gender- responsive infrastructure development support with an emphasis on flood resilience and green energy.
Against this backdrop, UNDP actions and interventions are aimed at restoring public confidence and service delivery in the formal justice and rule of law sectors through a range of initiatives i.e. policy development and reform, fostering justice and security sector governance, as well as oversight and accountability at an institutional level with emphasis on inclusive and gender-responsive programming. The overall engagement strategy, therefore, involves both federal and local levels. The Programme is implemented in partnership with the Judiciary, Police, Prosecution, Prisons, Probation and Reclamation, Bar Associations, Civil Society Organizations (CSOs) and the academia both at federal and provincial levels.
The Programme Manager (PM) will be responsible for the implementation and achievement of results, liaising closely with key government and rule of law counterparts at the federal and provincial level, donor agencies, UN agencies, and other international organizations throughout the implementation of the Programme. S/he will supervise the Rule of Law Programme team including Operations and Finance staff. The PM will also provide technical advisory support to key government counterparts and rule of law, security and justice sector institutions.
The Programme Manager (PM) will have the overall responsibility for strategic positioning of UNDP, providing policy advice to the Country Office on rule of law, security and justice sector issues and for Programme management. S/he will support donor coordination, resource mobilization efforts, and represent UNDP in technical forums on rule of law, security and justice. S/he will also be leading formulation, strategic direction, and evaluation of activities within the Rule of Law Programme and act as key focal point for major national and international stakeholders.
The Rule of Law Programme is placed within Democratic Governance Unit in the UNDP Country Office in Pakistan and the Programme Manager is expected to work closely with the DGU team.
DUTIES & RESPONSIBILITIES
The Programme Manager will report directly to the Deputy Resident Representative (DRR). S/he will also work closely with the Assistant Resident Representative (ARR) of DGU, which provides quality assurance support to the Rule of Law Programme.
The role entails direct supervision of a team of programme and operations and finance staff as well short -term consultants at different levels, based in Peshawar, Quetta, and Islamabad. The PM will be responsible for leading and managing the Programme development, implementation and achievement of key results as well as providing overall oversight and managing the Rule of Law Programme team, including a number of short-term consultants.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Key Duties and Accountabilities include:
Provision of Strategic Advice and Leadership:
- Provide substantive and strategic leadership of the Rule of Law Programme, including supervision of programme and operations team and a number of short term- consultants.
- Ensure communication and sharing of knowledge with other regional Rule of Law Programmes.
- Provide advice to senior management on scaling up and sustainability of the Rule of Law Programme.
Lead programme management and oversight:
- Lead, plan, initiate, facilitate and manage Rule of Law Programme activities, and measure performance and report on project results and outcomes to the Project Review Board (PRB) and other forums, ensure reporting to donors is timely and maintains required standards.
- Ensure the establishment and functioning of the Rule of Law team. Manage the recruitment of team and local and international consultants, as well as identifying short-term international and local experts as necessary.
- Coordinate and supervise the activities of the Rule of Law staff, experts and consultants working as part oof the technical assistance team.
- Prepare Rule of Law work plans, progress reports, and terminal reports.
- Be responsible for the timely preparation and quality control of all substantive technical outputs, briefs and required documents, ensuring timely production and submission of outputs and reports by all members of the Rule of Law, contractors and partners.
- Organize PRB, donor coordination and project review meetings. Prepare background documents, briefs, issues papers, and progress reports for the PRB meetings and for donor reporting. Follow-up on the implementation of PRB decisions and recommendations.
- Manage process for the selection of suppliers, contractors, and partners. Supervise procurement of goods and services including preparation of equipment specifications, Terms of Reference (TORs) and Request for Proposals (RFPs) according to approved UNDP procedures.
- Conduct field visits to supervise, coordinate and monitor field-level activities of the Rule of Law Programme.
- Supervise outsourced research and dissemination of research findings.
- Provide overall oversight and management support to the Rule of Law Programme’s infrastructure development projects.
- Conduct day-to-day meetings with Rule of Law staff, providing feedback on performance and advice on way forward.
Build Strategic Partnerships and Lead Resource Mobilization:
- Liaise with UNDP country office, donors, government, and all other partners including other UN agencies for successful implementation of the Rule of Law Programme.
- Lead on relationship building with key government counterparts for achievement of results consistent with government priorities.
- Lead on relationship with donors to ensure ongoing and future resources for the Rule of Law Programme.
- Explore new opportunities for mobilizing funding from the government for rule of law, security and justice sector initiatives.
- Ensure delivery of the communications and visibility strategy, making use of a variety of technologies and information platforms;
Ensure provision of top-quality advisory services and facilitation of knowledge building and management:
- Provide substantive advice and technical support to the development and implementation of a capacity development/ learning plan on thematic area of the programme for Country Office and participate in global/regional learning initiatives.
- Lead the process of knowledge capture of national and international know-how in relevant thematic areas and document project lessons, experiences, and best practices that may be useful in design and implementation of similar projects for organizational and external sharing and learning. Produce materials with lessons learned and best practices and other knowledge-based tools.
- Keep abreast of the developments in the thematic area of the programme and provide guidance on how to incorporate them into UNDP’s current and future programming in the relevant sector.
- Provide technical guidance and quality assurance to content development for knowledge products.
- Lead advocacy for and strengthening of national capacity for planning and coordination of development programmes in the sector.
Other Duties:
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Supervisory/Managerial Responsibilities:
- Supervision and performance management of the Rule of Law Programme (project) team.
QUALIFICATIONS
Education:
- Advanced university degree (master's degree or equivalent) in Law, Political Science or a related thematic area is required, or
- A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience, Knowledge, and Skills:
- Minimum of 10 years’ (with master’s degree) or 12 years (with bachelor’s degree) of experience in rule of law, security, justice, conflict resolution, peacebuilding, governance or related technical field, with demonstrated project management experience is required.
- Extensive field and programming experience is a required.
- Specific experience involving the facilitation of multi-stakeholder consensus, preferably in post-crisis situations is an asset.
- Previous experience in the region will be an asset.
- Basic computer skills (MS Word, Excel, Power Point etc.) is required.
- Substantive and technical expertise in one or more of the following areas will be an asset: (1) Providing policy advice (including report writing) at international level, (2) Project management in difficult environments, and (3) UN inter-agency policy processes
Language Requirements:
- Fluency in oral and written English is required.
- Working knowledge of another UN language would be an asset.
