About Pakistan Climate Smart Agriculture: The recently awarded five-year USAID/Pakistan Climate Smart Agriculture (CSA) activity is part of the U.S.-Pakistan "Green Alliance" framework, aimed at fostering bilateral cooperation to address climate, environmental, and economic challenges. This initiative focuses on building resilience within farming communities by promoting the adoption of climate-smart agricultural practices and technologies. By increasing agricultural productivity and incomes sustainably, the CSA activity aligns with USAID’s goals of inclusive economic growth, gender equity, and environmental stewardship. Activities will be implemented in a context-sensitive manner to promote increased agricultural productivity; higher resilience to climate change; and economic participation and greater incomes of socially marginalized groups, women, and girls at different stages of agricultural production and processing. In partnering with the private sector, civil society, and government stakeholders, Pakistan CSA aims to maximize the effectiveness and impact of investments. Targeted project interventions will be conducted in Punjab, Sindh, KP, and Baluchistan provinces. This project is implemented by The Kaizen Company on behalf of Tetra Tech.
Overview of the role: The Monitoring, Evaluation, and Learning (MEL) Officers will support the MEL Director in the implementation of the MEL framework for the USAID/Pakistan Climate Smart Agriculture activity. The MEL Officer will support MEL initiatives to ensure robust monitoring, evaluation, and learning systems are in place to track project performance, assess outcomes, and facilitate data-driven decision-making. This role will support the MEL Director in data gathering and analysis, donor reporting and maintenance of the MEL reporting and archiving system, and field monitoring in the target Zones of Intervention (ZOIs).


Key Responsibilities:


The MEL Officer will provide support to MEL Director in:


  • Supporting the management of the Monitoring, Evaluation and Learning (MEL) systems and strategy.
  • Development and maintenance of the databases for reporting and monitoring.
  • Design of MEL procedures, tools, templates and guidelines to support robust reporting.
  • Monitoring the overall implementation of the MEL strategy and online systems.
  • Data entry and storage to the monitoring databases and maintaining the databases as accessible source of information.
  • Training and capacity building activities relating to MEL, through creation of toolkits, and setting up webinars.
  • Providing support for regional level data capturing, analysis and quality assurance processes.
  • Supporting the implementation of quality assurance mechanisms and monitoring checks, enabling improved capturing and narration of programmatic results and impact.
  • Sharing information about reporting requirements and timelines and follow up with regional and national stakeholders to ensure timely submission of reports.
  • Collection of documentation to validate reports and carry out regular spot checks.
  • Production of high-quality progress reports on a monthly, quarterly, annual and ad-hoc basis as required.
  • Field monitoring across the Zones of Intervention (ZOIs) as and when required.
  • Regular activity reviews and planning discussions.
  • Participating in regular and ad-hoc team meetings.
  • Conducting learning sessions and workshops to share project findings, lessons learned, and best practices.
  • Promoting a culture of continuous learning and improvement within the project team and among stakeholders.
  • Any other task assigned by MEL Director.

Qualifications:


 Required:


  • Bachelor’s degree in economics, statistics, project management or related social science disciplines.
  • Minimum four years of experience, working with international NGOs or donor-funded projects.
  • Experience in supporting Monitoring, Evaluation and Learning (MEL) strategies and systems.
  • Experience in qualitative and quantitative research and data analysis.
  • Excellent report writing skills.
  • Willingness to travel to the activity sites, as and when required.
  • Proficiency in Microsoft Office Suite.
  • Pakistani National
  • Fluency in English

 Preferred:


  • Master’s degree in economics, statistics, project management or related social science disciplines.
  • Monitoring, evaluation and learning (MEL) experience with USAID funded projects.
  • Good understanding of program design, theory of change and logical frameworks, including links between objectives, indicators, targets and activities.
  • Experience with archiving systems and knowledge management.
  • Proficiency in MEL software and data analysis packages such as SPSS, Qualtrics, SurveyMonkey or similar.
  • Fluency in Urdu strongly preferred
