What is Manager Enterprise Policy Advocacy?


The Manager of Enterprise Policy Advocacy will support policy advocacy initiatives, foster strategic alliances in alignment with Jazz ServiceCo's direction, and contribute to achieving enterprise solution revenue goals. This role will focus on engaging with the CRA, government agencies, regulators, donors, and other stakeholders to drive Jazz’s enterprise business objectives and support national digital transformation efforts.


The role reports directly to the Head of Enterprise Policy Advocacy with an extended team of 3 members.


What does Manager Enterprise Policy Advocacy do?


·         Policy Advocacy Support:


o   Assist in developing and implementing policy advocacy strategies for government policies and regulations that support developing digital ecosystem and support Jazz’s enterprise business.


o   Conduct research and analysis on policy developments, regulatory changes, and industry trends impacting the B2G sector.


o   Prepare policy briefs, position papers, and presentations to support advocacy efforts.


·         Stakeholder Engagement:


o   Build and maintain relationships with government officials, regulators, industry bodies, and other key stakeholders.


o   Represent Jazz in meetings, workshops, and forums to advocate for digital transformation and innovation.


o   Support the Head of Enterprise Policy Advocacy in high-level engagements with donors, development agencies, and multilateral organizations.


·         Strategic Alliances & Partnerships:


o   Identify and pursue partnership opportunities with government entities, academia, and private sector organizations to drive collaborative initiatives.


o   Ensure revenue targets are met by securing high-value contracts and alliances.


o   Support the implementation of the triple helix model or similar to advance innovation and digital transformation.


o   Collaborate with internal teams to align partnership efforts with business objectives.


·         GovTech & Digital Transformation:


o   Assist in positioning Jazz as a key enabler of GovTech initiatives by supporting the development and execution of digital transformation projects.


o   Research and identify opportunities for Jazz to contribute to national digital agendas and public service modernization.


·         Regulatory Compliance & Advocacy:


o   Monitor regulatory developments and assess their impact on Jazz’s enterprise business.


o   Collaborate with legal and compliance teams to ensure adherence to regulatory requirements.


o   Support advocacy efforts for regulatory reforms that promote innovation and business growth.


·         Cross-Functional Collaboration:


o   Work closely with sales, marketing, product, and technology teams to align advocacy efforts with business goals.


o   Provide insights and recommendations to the Head of Enterprise Policy Advocacy to refine strategies and initiatives.


o   Act as a liaison between Jazz and external stakeholders to ensure effective communication and collaboration.

What are we looking for and what does it require to be Manager Enterprise Policy Advocacy?


·         Bachelor’s degree in Public Policy, Business, Law, or a related field. A Master’s degree is a plus.


·         Minimum of 5-7 years of experience in policy advocacy, government relations, or a related field, preferably within the B2G or enterprise business sector.


·         Strong understanding of the policy and regulatory landscape in Pakistan, particularly in the technology and telecommunications sectors.


·         Proven track record of designing frameworks & creating alliances while utilizing entity mandates.


·         Proven ability to build and maintain relationships with government entities, regulators, and other stakeholders.


·         Strong decision-making and problem-solving skills.


·         Customer-obsessed with an entrepreneurial mind
