Overview of Activity

The Revenue Mobilisation, Investment, and Trade (REMIT) project, funded by the FCDO, aims to improve Pakistan’s investment climate and business environment, with a focus on promoting economic growth and green energy transition. In line with this, the Ministry of Industries and Production (MoIP) seeks to develop a National Electric Vehicles(EVs) policy. To fully realise the potential of the EV sector in reducing the import bill, creating jobs, and boosting exports, a holistic and integrated EV policy is urgently needed. This policy must address infrastructure development, consumer affordability, safety standards, and market integration to drive sustainable growth in the EVs sector.

Job Summary

The Legal and Regulatory Expert will support the team of technical experts in the formulation of a comprehensive EV policy aligned with Pakistan’s national economic, environmental, and industrial goals. The Legal and Regulatory Expert will primarily support the team on legal and regulatory fronts ensuring the policy framework is robust, aligned with international best practices, and supports the intended policy outcomes.

Duties and Responsibilities

• Ensure from legal and regulatory aspects that EV policy aligns with national industrial, trade, energy, and climate change policies, as well as international regulations and standards.
• Advise on legal and regulatory frameworks for policies that enhance domestic EV production competitiveness, including production-linked incentives, technology transfer regulations, and adaptation support.
• Advise on regulatory and legal requirements for establishing national EV research hubs, charging infrastructure, testing facilities, and prototype development centers.
• Assist in drafting regulations and compliance frameworks for EV safety, quality standards, and certifications, in line with international best practices.
• Develop legal strategies for recycling, circularity, and sustainability in battery waste management and EV component disposal.
• Advise on leveraging green climate finance, ensuring alignment with national climate finance strategies and the carbon credits framework.
• Provide legal advice on structuring PPPs to support EV infrastructure development, research, product testing, and certification facilities.

Reporting

The “Legal and Regulatory Expert” will report to REMIT Team Lead and Investment Climate Lead.

Required Qualifications and Experience:

• Advanced degree in law, with a specialization in regulatory frameworks, trade law, energy law, or environmental law.
• Minimum 10 years of experience in legal and regulatory analysis, particularly in the automotive, energy, or environmental sectors.
• Proven expertise in drafting and implementing legal policies and frameworks, particularly for emerging technologies or sectors.
• Strong knowledge of international standards and regulations related to electric vehicles, environmental sustainability, and trade.
• Experience working with public and private sector stakeholders, preferably in infrastructure or technology development.
