What we are looking for:
NRC Libya is seeking a skilled Health, Safety, Security, and Access (HSSA) Manager to support its operations by ensuring compliance with NRC's HSS minimum standards and mitigating risks across the country. This role involves developing, updating, and testing HSS strategies, plans, and SOPs, as well as implementing measures to ensure safe and secure program access. Additionally, the HSSA Manager will design, update, coordinate, and deliver both mandatory and tailored training courses for all NRC Libya offices.
Reporting to the Country Director and serving as a member of the Country Management Group (CMG), this senior role also acts as the technical lead for NRC Libya’s efforts to maintain principled humanitarian access at country-level.
What you will do:
Some of your specific responsibilities include:
- Contribute to NRC’s Risk Management process supporting the Risk & Compliance team and other Risk Owners in identifying, assessing and managing organizational risks.
- Monitor and analyse the context (overall security situation, risks, and most likely scenarios), ensuring reliable security information as basis for informed decision-making.
- Lead the Conflict Sensitivity analysis for new projects, activities and zones in collaboration with Risk & Compliance, Programme and Country Management Group.
- Work with the Area Managers and across departments on emergency preparedness as it pertains to their Programmes, providing oversight and technical support regarding HSS.
- Work with management to ensure that the relevant mitigation measures are in place in the field and within our processes to reduce risks to an acceptable level. This will have a particular focus on remote management.
- Work with management to ensure that all staff give their informed consent based on briefing upon arrival and that updates are regularly shared on security situations
- Ensure that Duty of Care (DoC) HSS standards are always uphold and that corrective measures are implemented when weaknesses are identified.
- Contribute to improve humanitarian access for NRC operations across Libya by providing technical support on tools and strategies, ensuring capacity building for field staff and supporting AMs with access related issues.
- Facilitate on ongoing culture of learning as it relates to health, safety and security and arrange and/or deliver trainings including HEAT, on-site training, etc. in line with NRC policies.
- As a key member of CMT, provide sustained support to operational teams and management during an incident and take lead as and when delegated.
- Develop and maintain national HSSA documents and procedures incl. strategy and budget and ensure consistency and accountability of security and safety procedures across the whole country programme.
- Active participation in the Country Management Group (CMG) on strategic and/or cross-cutting issues.
- Proactive engagement with the Regional Office (RO) HSSA team.

What you will bring:
- Minimum 3 years of experience from working as a senior HSSA role in a humanitarian/recovery context.
- Previous experience from working in complex and volatile contexts.
- Substantial and demonstrated prior experience as a trainer.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Fluency in English, both written and verbal.
- Fluency in Arabic is a strong asset for this role.
- Detailed knowledge of the Libya context is a key asset for this role.
- Demonstrated fluency in key humanitarian principles including neutrality.
- Valid driver’s license.
- Valid passport, ability to travel.
- IT competencies, including in mapping and Microsoft pack utilization.
- Professional qualifications or studies in general management, HSS and/or risk management.
- Prior work experience at the country level.
- Experience or qualifications in humanitarian access.
- Experience or qualifications in negotiations.
- Experience in risks management for implementing partners or remote management.
- Fluency in local language, both written and verbal.
- First-hand experience of access negotiations in complex and insecure environments.
- Excellent writing and analytical skills.
- Excellent presentation skills.
- Knowledge of Middle East, North Africa and Libya is preferred.
- Strong interpersonal skills, capacity to listen and emphasise with peers.
- Availability to deal with escalations and critical cases outside work hours.
- Availability, responsiveness, ability to be entrusted by others.
What we offer:
- Duty station: Tunis or Tripoli.
- Contract: 24 months contract.
- Travel: 30%
