Job Description

ROLE PURPOSE: 


The Shelter and Water Sanitation and Hygiene (WASH) Coordinator will oversee the strategic direction of the Shelter and WASH approach in Beirut, Mount Lebanon and South in coordination with the Shelter and WASH Program Manager, undertaking needs assessments; monitoring progress and evaluations, adapting existing programming to changing needs; and undertaking program development (design and proposal development). S/he will coordinate the day-to-day activities of the projects implemented in the Beirut, Mount Lebanon, and South ensuring that they are implemented effectively and efficiently according to the donor and Save the Children guidelines and procedures for project governance applicable for the particular projects.


The Shelter and WASH Coordinator will be expected to present Save the Children at a regional and national level. S/he will be responsible for ensuring that all Save the Children Shelter and WASH activities in the relevant geographic areas are done in accordance with Save the Children policies and minimum standards.


The Shelter and WASH Coordinator will ensure that all aspects of work are undertaken in accordance with Save the Children’s policies. 


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.


CHILD SAFEGUARDING: 


Level 3 - the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


SCOPE OF ROLE: 


Reports to: Shelter and WASH Program Manager


Staff directly reporting to this post: Direct line management of Shelter and WASH officers and overall supervision of several technicians and assistants


Budget responsibility: To be determined  


KEY AREAS OF ACCOUNTABILITY:


Project management: 


  • Prepare regular work plans in line with the implementation plan and ensure timely implementation of activities in line with the plans (Including beneficiary registration, training, data collection and distributions).
  • Responsible for managing and overseeing the development, implementation and quality of the Shelter and WASH projects.
  • Ensure consistency in methodology and quality of implementation.
  • Ensure integration of Shelter and WASH programs with other sectors in Save the Children. 
  • Ensure proper monitoring of the quality of implementation through regular field visits and quality benchmark assessment.
  • Ensure appropriate monitoring and evaluation systems are in place and followed by the Shelter and WASH team.
  • Monitor budget/expenditure based on the implementation plans; and analyse budget-versus-actual (BVA) reports to assess any discrepancies and ensure timely expenditure.
  • In close coordination with the Monitoring, Evaluation, Accountability, and Learning department, analyse information to select intervention sites; and analyse and evaluate monitoring data to understand impact of projects and identify lessons learned for future programming.
  • Liaise on a regular basis with finance, logistics, human resources and administration to guarantee the smooth running of programs.
  • Supervise assessments and beneficiary identification. 
  • Liaise with refugee communities and ensure adequate information, communication, sensitization, mobilization and feedback collection.
  • In coordination with the Shelter and WASH Program Manager, ensure close coordination with the local stakeholders including municipalities, Ministry of Social Affairs (MoSA) and local actors.
  • Contribute to donor reports and ensure that internal reporting is of quality and following Save the Children processes.
  • Produce timely reports for internal and external use.
  • Promote and share ideas for improvement and necessary changes for activities (If needed).

Human Resources and capacity building: 


  • Manage the personnel for the Shelter and WASH team in collaboration with the Shelter and WASH Program Manager.
  • Identify staffing needs and participate in the recruitment processes for Shelter and WASH staff when required.
  • Take accountability of own and team’s performance and development following Save the Children Develop to Perform guidelines.
  • Provide Shelter and WASH staff with capacity building training as per performance management and needs assessments.
  • Ensure that the team follow weekly work plans and develop weekly reports.
  • Ensure that all Shelter and WASH staff are complying with code of conduct, Child Safeguarding, and other Save the Children policies.

Programme design/development:


  • Lead the monitoring and evaluation processes of Shelter and WASH activities.
  • Feed in the design of activities according to implementation lessons learned and community feedback.  
  • Ensure that programme interventions continue to be informed by and integrated with other Save the Children core sectors such as Child protection, Education, and Food Security and Livelihoods. 
  • Regularly visit programme sites to ensure that adults and the community at large are appropriately supported and qualitative and quantitative programme objectives are achieved.

Inter-sectoral Integration:                                                


  • Oversee all project cycle management aspects of the Shelter and WASH projects in Beirut, Mount Lebanon, and South, in collaboration with the Shelter and WASH Program Manager.
  • Ensuring all output data and beneficiary data is recorded and maintained in the Shelter & WASH database.
  • Working with Child Protection, Education, Food Security and Livelihoods, and environmental colleagues on joint programming surrounding physical protection.

Monitoring and Evaluation:                                                


  • Ensure clear plans in place for monitoring and evaluating project activities in relation to Save the Children donor objectives; and that lessons learnt are shared and capitalized on. 
  • Ensure the projects are monitored regularly, and that data is collected on a weekly, monthly, and quarterly basis.
  • Contribute to the development of data collection tools and databases.
  • Regularly visit project sites to ensure that teams are appropriately supported.

Coordination and advocacy:                                                


  • Participate along with the Shelter and WASH Program Manager in regular follow up meetings with Save the Children Members, donors and other stakeholders.
  • Ensure that programme interventions continue to be informed by and integrated with other core sectors of Save the Children, such as Child protection, Education, Health and Food security and Livelihoods.
  • Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.

QUALIFICATIONS


  • Bachelor Degree in civil engineering or mechanical engineering. Master degree in a relevant field is a plus.
  • Fluency in written and spoken Arabic and English. 

EXPERIENCE


  • Minimum 4 years of various experience in Shelter and WASH sectors.
  • Minimum 3 years of experience working with NGO’s in an emergency/ humanitarian or development context.
  • Minimum of 3 years of experience of line management.
  • Minimum of 3 years of experience of basic construction, distribution, report writing etc.
  • Familiar with Humanitarian sector, donors, technical aspects of humanitarian Shelter and WASH, sphere standards, distribution and humanitarian principles.
  • Familiar with liaising with NGO’s and UN bodies.
  • Familiar with construction and WASH activities: tendering, contracting, construction monitoring, etc.
  • Proficiency in AutoCad, Microsoft Word, Outlook and Excel.
  • Good time management and organizations skills.
  • Strength in interpersonal, communication, presentation skills and team work.
  • Flexibility and willingness to change work practices and hours, and capability to work in insecure environment.
  • Strong IT/database management skills.
  • Experience in using and training staff on ODK or similar survey tools.
