Job Description

Purpose of the role


The Shelter  and WASH Assistant is responsible for assisting in the day-to-day implementation of the Shelter program in Beirut and Mount  Lebanon, through carrying out quality technical assessments and technical follow-up, eligibility and vulnerability assessments, and reporting accordingly. 


What you will do


  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Ensure proper filing of documents
  • Carry out technical needs assessments for shelters, and schools, in line with NRC’s project criteria intervention.
  • Facilitate and monitor the Emergency response activities.
  • Ensure minimum Shelter and WASH standards (based on SPHERE) are applied and maintained in collective shelters, shelters, and schools.
  • Mobilize communities and community leaders for the building materials, construction activities, and maintenance of structures
  • Suggest new methods and approaches to improve the quality of the activities 
  • Administrate payment requests for partners, contractors, suppliers, construction workers, etc. 
  • Report all protection-related concerns 
  • Carry out data collection as required
  • Prepare and file relevant documents according to procedures
  • Produce accurate drawings, reports, measurements (BOQs), and/or photographs as evidence of a technical assessment
  • Carry out related protection mainstreaming in program daily implementation as per the set NRC’s Protection mainstreaming guidelines and ensure reporting any breaches/concerns to the line manager for proper action.
  • Ensure that all protection-related detected cases are referred to the concerned referral focal point 

Specifically, you will.


  • Distribution of Basic Assistance Kits, WASH-related kits, and other emergency-related supplies. when and where needed.
  • Conduct rapid and precise technical assessments for collective shelters, schools, Residential units in scattered areas, etc. 
  • Produce accurate drawings, reports, measurements (BOQs), and/or photographs as evidence of a technical assessment.
  • Supervise the contractor’s rehabilitation work in the assigned collective shelter, Residential units, and schools.
  • Identify needs and propose scope of the intervention (from the technical aspect) for shelter rehabilitation such as minor rehabilitation works, major construction works, and/or property upgrades
  • Ensure that all materials used, and work performed address beneficiaries’ needs and ensure safety by doing safety inspections of the sites
  • Monitor, supervise, and inspect the quality of the works to ensure conformity with the technical specification as specified in the Bill of quantities (BOQ) and scope of works, drawings, and design requirements 
  • Check plans, drawings, and quantities for accuracy of calculation. 
  • Ensure that the distribution sites are organized according to standard operating procedures and security rules.
  • Report activities using distribution lists, field reports, attendance lists, and Kobo online activity reporting.
  • Monitor water and sanitation facilities' acceptance and beneficiary satisfaction.
  • Generate comprehensive weekly and monthly situation reports reflecting trends, challenges, and needs on the field.
  • Prepare daily reports, consent forms, cooperation agreements, and all other documentation for initiating and implementing construction works.
  • Collecting water samples from sites to be tested.
  • Data entry 
  • Perform any other relevant Emergency Response duties as requested by the Line Manager.
  • Perform any other relevant Shelter and WASH duties as requested by the Line Manager.
  • Report all protection-related concerns following internal and external referral pathways 
  • Participate in any training or assessments required by NRC Programs
  • Share your skills and experience within the team and learn from your colleagues.
  • Report code of conduct breaches especially those that affect vulnerable populations.

Professional competencies


  • Bachelor’s degree in civil engineering, Mechanical Engineering, Public Health, Architecture or any related field
  • 1-3 years of experience working on Projects in a humanitarian/recovery context
  • Experience working in emergency, Shelter Rehabilitation, and water and sanitation projects in a humanitarian/recovery context
  • Previous experience in contractor and site management
  • Proficiency in MS Office (Word and Excel)
  • Proficiency in CAD programs and computer-based drawings
  • Fluency in English and Arabic, both spoken and written
  • Knowledge of the context of Refugees informal settlements and/or urban settlements projects
