Our Opportunity
The role of the RMEL Officer is to provide support on the design and implementation of the projects research monitoring evaluation and learning framework under the supervision of the RMEL Lead.
This dynamic role requires the ability to apply critical and creative thinking across a wide range of domains and activities.
You Will
• Responsible for the drafting and review of well-structured and professional narrative documents (situational overviews, Monthly/Quarterly reports, talking points, Indicators narrative, etc.) accommodating the profiles of variety of internal and external stakeholders.
• Developing and maintaining close and effective working relationships with the management and implementation teams, understanding their informational and operational needs while ensuring they are informed of documented reporting requirements.
• Ensuring quality of reports by developing, documenting, utilizing and enforcing the use of specific quality-reporting instructions that meet client’s requirements.
• Ensuring reports are developed using the most appropriate method and tools available
• Monitor the implementation of project specific RMEL framework in coordination with the programme implementation team.
• Produce and contribute to draft reports as per the RMEL framework identified frequency/schedule.
• Provide support to the research team and individuals sub-contracted to implement special surveys or studies required for evaluating project effects and impacts.
• Organize analysis sessions with project staff to reflect on findings and agree on programmatic action.
• Conduct qualitative data verification visits.
• Ensure that project level means of verification are available and organized as per the designed RMEL framework.
• Ensure all required data are entered into the relevant databases as per the MEL Plan and other reporting requirements.
• Reports regularly to the RMEL Lead on the progress and inaccuracies of the data entered relevant databases.
• Ensure data confidentiality and protection according to Siren’s policies and any restrictions identified by the RMEL Lead.
• Test and implement improvements to Information Management processes to comply with data quality principles better.
• Support the RMEL Lead in continuous improvement of current databases (with agreement of the Programme Manager).
• Undertake other duties related to M&E as assigned by the RMEL Lead and Programme Manager.
RequirementsTo Be Successful in The Role You Will Need
• 3+ years’ experience in a similar role, with strong experience ‘translating’ diverse community voices into project recommendations.
• University degree in Political Science, Social Science, Economics, communications, journalism, or related field.
• S/he should possess excellent writing, editing, and speaking skills in both English and Arabic.
• Experience of implementing/conducting qualitative and quantitative data collection at field level.
• Excellent analytical skills with an orientation to detail; experience in distilling critical qualitative and quantitative information from complex data to inform programme performance, learning and quality improvements.
• Good command of computer, including Microsoft Excel, Word and Database software, including apps such as ODK, KOBO, Commcare…etc.
• Experience with reporting and data verification.
• Priority will be given to candidates who demonstrate a professional-level writing in English, high level of motivation and good communication, social, and interpersonal skills.
