Background

Lebanon’s municipal elections are slated to take place no later than May 2025. Women remain grossly underrepresented in Lebanon, despite gaining their right to vote in 1952, and a vibrant feminist movement. Despite low representation in all aspects of political life, including 6.25% representation in parliament, and 5.4% of Lebanon’s municipal councilors, positive trends of participation, including through increased women candidacy, have continued. In Lebanon, UN Women collaborates with relevant stakeholders to provide training for women political candidates to help build their capacities to run and succeed in elections and in calling on political parties and parliamentarians to support the empowerment of women, including through legislative reform and advocacy.
Under the direct supervision of the Women’s Political Participation Project Manager, UN Women seeks to recruit a competent consultant on Research and M&E with a comprehensive understanding of the political landscape in Lebanon and proven experience in qualitative and quantitative data collection. This consultant will directly report to the head of office for all work related to the designated UN task force.
Duties and Responsibilities
1. Utilize specialized knowledge and expertise to develop and support in the implementation of the research agenda of the WPP program.
Develop the draft research agenda for the WPP program. Implement part of this research agenda based on agreement with the PM. Conduct when needed qualitative and quantitative data collection based on need.
2. Co-chair strategic advocacy forums on issues of inclusive gender equality across the humanitarian- development-peace nexus (HDP):
Under the direct supervision of the head of office, the consultant will support in coordinating one of the task forces lead by UN women. Through this platform, the consultant will coordinate specific efforts in mainstreaming gender and social inclusion into Lebanon’s response plans. Through this platform, the consultant will advocate for the engagement and participation of local organizations and civil society networks in humanitarian coordination mechanisms, with a focus on feminist and women’s rights organizations- in all their diversity.
3. Provide field monitoring and reporting on the program, respective to women political participation.
Conduct biweekly field visits to WPP partners. Monitor progress on program activity, results, and indicators. Monitor the implementation of proposals by responsible partners. Provide inputs to quarterly reports, donor reports and other reports on outputs, results and outcomes.
4. Provide direct capacity-building support to WPP partners in Lebanon.
Support the development of capacity building plans for the WPP partners. Support the identification of knowledge and implementation gaps and possible solutions on issues of Monitoring and Evaluation. Facilitate capacity building of partners and coordinate and facilitate technical/ programming support and training to partners as needed, specifically on issues of research and M and E related to the WPP work.
5. Provide inputs to advocacy, knowledge building and communication efforts.
Develop or Provide technical inputs to background documents, briefs and presentations related to gender and political participation. Coordinate and support the organization of advocacy activities and campaigns events, training, workshops and knowledge products.
6. Provide administrative and financial support and follow-up for different operations related to implementation.
Undertake logistical, administrative, and financial arrangements for the organization for meetings, training, workshops, events, and missions. When needed, follow up on finances and ensure compliance with budgets and regulations. Make travel arrangements for the program team, including researchers and trainers. Draft minutes in meetings and readouts, as delegated. Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Program team. Organize and coordinate filing of documents.

Required Skills and Experience
Education and Certification:
Completion of secondary education required. Bachelor’s degree or equivalent in human rights, gender, international relations, international development, international law, or other social science fields is an asset.
Experience:
At least 6 years of progressively responsible experience in administrative or program management/support /project implementation, coordination, monitoring and evaluation, donor reporting and capacity building. Experience in facilitating effective training independently. Experience in research, tools design and data collection and analysis. Experience in coordinating and liaising with government agencies and/or donors is an asset. Computer skills, statistics, internet communication and command of MSOffice
Languages:
Written and oral English and Arabic is a must. French is an asset
