Job Description

Committee on Refugees/Council of Ministers

  1. Act as a secretary to the Inter-ministerial committee on refugees (ICMR). Prepare draft agendas for the meetings and meeting notes. Undertake necessary follow up for the decisions taken and provide regular updates to the committee. Archive decisions taken by the IMCR.
  2. Follow up with the Secretary General of the Council of Ministers (SGCM) on issues that need to be on the agenda of the COM.
  3. Create a log for all incoming requests to the Secretary General of the Council of Ministers (SGCM) related to the LRP/refugees and follow up on the status of all items pending GoL approval with the SGCM. Inform the SGCM of bottlenecks related to the LRP/refugees that need to be addressed by the GoL.
  4. Liaise between Ministries LRP focal point and the SGCM on requests to GoL from the respective Ministries.
  5. Liaise between the Presidency of the Council of Ministers / other ministries and public institutions when required from one side and external entities on the other side (such as Foreign Governments, Embassies, donor countries, International Organizations, International Non-Governmental Organizations) on all maters related to the refugee portfolio.
  6. Organize field visits for government parties related to refugees or the LRP when required and/or attend such visits ensuring follow-up on issues raised.
  7. Follow up on all legislative initiatives and draft laws related to refugees and other forcibly displaced populations and provide advise on international refugee and human rights law, also national legal framework related to refugees and other forcibly displaced people.

Response Plan (LRP)

  1. Ensure effective liaison with the secretariat for the Lebanon Response Plan (LRP) Steering Committee, including in preparation for high-level meetings.
  2. Archive all Government of Lebanon (GoL) decisions that have an impact on the refugee portfolio and the Lebanon Response Plan (LRP) and ensure that all Government decisions related to the LRP/refugees are disseminated to relative stakeholders (international organizations and non-Governmental partners) through the proper channels.
  3. Liaise between PMO and Ministries – Ensure that decisions related to the refugee portfolio and relevant components of the humanitarian and stabilization response under the LRP are properly communicated both ways.
  4. Act as media coordinator on behalf of the PCM with different media outlets with respect the refugee portfolio and the LRP.  
  5. Collaborate with relevant government institutions, including MoSA, GSO and Lebanese Armed Forces, and international organizations on responding to the needs of forcibly displaced people, coordinating humanitarian aid delivery, developing and implementing communication strategies and advocacy initiatives, also promoting solutions to address the challenges faced by refugees and other forcibly displaced populations.
  6. Regularly attend meetings of the Inter-Sector Working Group to contribute to planning, coordinating humanitarian and resource mobilization activities.
