Job Description

ROLE PURPOSE: 


The role also includes a Level of Effort (LoE) dedicated to WASH, Shelter, and Construction-related activities. The post holder will represent Save the Children in specific inter-agency and governmental forums as designated by the Deputy PDQ Director (DPDQ).


Additionally, the position involves:


  • A small percentage of LoE to support the WASH/Shelter team.
  • Acting as the Officer-in-Charge (OIC) in the absence of the PDQ Director.
  • Membership in the Extended Senior Management Team (ESMT).

The Programme Quality & Impact Advisor is a key member of Save the Children Lebanon’s Beirut-based Program Development and Quality (PDQ) Team. This role provides oversight and technical guidance on three critically important cross-cutting priorities:


Sector Integration: Ensuring the integration of sectors at both programme design and implementation levels.


Localisation Strategy: Working closely with the Partnership & Localisation Manager to support effective implementation of the PDQ components of the localisation strategy.


Emergency Preparedness: Work closely with the DPO and Humanitarian Operations Manager to guide technical programme components of emergency preparedness efforts and provide support to field offices as well as relationships with line ministries and other local stakeholders in emergency preparedness


This multifaceted role is integral to maintaining the quality and effectiveness of Save the Children’s programmes in Lebanon.


CHILD SAFEGUARDING: 


Level 3.  The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3.


As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.  The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

Key Areas of Accountability


Strategic Planning and Leadership on Cross-Cutting Issues


  • Develop and lead a climate strategy tailored to the Lebanon context, ensuring its applicability to existing and upcoming Save the Children Lebanon programmes.
  • Design and lead integration of child-led Disaster Risk Reduction (DRR) into Save the Children Lebanon’s initiatives, in collaboration with other Technical Advisers.
  • Lead the PDQ team in integrating sectors within programme design and provide ongoing support to field teams to foster stronger inter-sectoral relationships at both field and HQ levels.
  • Support the DPDQ and other SMT members in embedding the localisation agenda into programme design and implementation, including developing models for effective collaboration with key local governmental stakeholders.
  • Provide programme technical inputs to the Emergency Preparedness Plans (EPP) and humanitarian planning processes, in collaboration with the DPO and Humanitarian Operations Manager

Programme Quality and Standards 


  • Provide technical expertise and quality assurance for Shelter, WASH and construction programmes, ensuring high-quality outcomes supported by reliable data.
  • Identify and address capacity development needs of Shelter and WASH field staff, and ensure these needs are integrated into the capacity strengthening plan.
  • Facilitate the implementation of targeted training by identifying local trainers, supporting delivery, coaching staff on key issues, and tracking training outcomes.
  • Maintain a central database of tools and guidance to ensure programme quality in Shelter and WASH. Support the development, testing, and Arabic translation of technical tools and documentation to ensure local applicability and usability.

Advocacy and Representation 


  • Represent Save the Children in engagements with key governmental stakeholders, as identified by the DPDQ and other SMT members.
  • Actively participate in the Social Stability Working Group (WG) and other relevant interagency forums as needed.

General Responsibilities


  • Act as Officer-in-Charge for the DPDQ on an ad hoc basis when required.
  • Ensure compliance with Save the Children policies and practices, including child protection, code of conduct, health and safety, equal opportunities, and other relevant procedures.

QUALIFICATIONS


  • Degree in Engineering/construction/shelter related field
  • Fluency in English, both verbal and written, required

EXPERIENCE AND SKILLS


  • Recommended a minimum of six years of relevant technical experience including at senior level and at least 3 years of humanitarian shelter/WASH experience
  • Demonstrated experience and understanding of climate/DRR policies and programme interventions
  • Demonstrated experience and understanding of Government of Lebanon ways of working 
  • Substantial experience in emergency preparedness and response interventions including programme design and implementation including in complex emergency context
  • Proven capacity to supervise, train and coach staff
  • Proven skills and experience in undertaking assessments and designing/writing quality technical proposals in the sector
  • Proven experience in programme development, project cycle management and monitoring and evaluation related to the sector including writing up high quality project/donor reports
  • Proven experience of developing and managing high quality, innovative and cost-effective shelter projects in fragile and insecure environments, preferably in Lebanon context and with an NGOs
  • Proven experience and skills in advocacy and building work relationship with local/national governments and influencing institutional, private and/or corporate donors 
  • Ability to extensively travel for project monitoring and provide on-site technical support to field teams 
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mindsets
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Ability to present complex information in a succinct and compelling manner
  • Willingness to be deployed part or full time in to emergency response as per need and as directed
