Job Description

ROLE PURPOSE: 


The Monitoring, Evaluation, Accountability & Learning (MEAL) Officer will support the MEAL Head Office department in implementing Save the Children Lebanon’s MEAL framework in their field site. Together with the MEAL Team based in the head office, the MEAL Officer will have a key role in rolling out the MEAL systems in the corresponding field.


The MEAL Officer will specifically support the MEAL Coordinator and programme staff in implementing project MEAL systems, paying particular attention to monitoring and evaluating programme quality, results and impact and systematically integrating accountability and learning in programme management cycle.


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.


CHILD SAFEGUARDING: 


Level 3:  The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.


SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:


  • Follow up on MEAL activities in Business as usual and emergencies
  • Conducts Quality Benchmark activities
  • Consolidate of program Indicator Performance Tracking Table, output tracker and other reporting tools
  • Provide feedback regarding the status of MEAL implementation plan per assigned project
  • Support review of data collection methodology 
  • Quality control of data collection process through regular spot check visits
  • Support in data collection for outcome and output level indicators per project
  • Support MEAL Coordinator in data cleaning and analysis 
  • Support MEAL Coordinator in conducting MEAL learning events activities
  • Support in database data processing and collection by ensuring that all project activities have the appropriate tools and all means of verification are properly collected as per the set MEAL Plan
  • Support in following up with the assigned project MEAL activities at the field level 
  • Support in training program staff and implementing partners on data collection methodology and tools, ensuring good practices in data collection are understood and adhered to
  • Participate in internal evaluations
  • Support implementation external evaluations at field level

Accountability:


  • Support in ensuring that information about Save the Children (SC) and its partners (where relevant) as well as key programme outcomes and activities are shared with children and the wider community in appropriate, timely and accessible ways.
  • Support child and community participation processes across the project cycle, led by MEAL HO. This could involve facilitating/supporting child-friendly discussions, adult focus group discussions, community meetings, child or community committees and other approaches. 
  • Ensure feedback is handled in line with the agreed Feedback Handling Standard Operating Procedure, and that feedback and responses are registered in Feedback Database. Quality assure the documentation of feedback (quality of data, categorisation, etc.). 
  • Refer feedback to the appropriate team/focal point, including rapid identification and referral of serious concerns such as those related to child safeguarding, unsafe programming, sexual exploitation and abuse, and fraud and corruption.  
  • Support in the roll-out of accessible and inclusive feedback and reporting channels, to enable Save the Children to receive feedback from children and adults, led by MEAL HO.

Partnership 


  • Support in the completion of partner assessments and work closely with partners on development of IPTT and MEAL plans.
  • Provide continuous MEAL support to partners to ensure timely quality programming.
  • Support in training, coaching and mentoring implementing partners on data collection methodology and tools, ensuring good practices in data collection are understood and adhered to.
  • Support in training, coaching and mentoring partners on accountability as needed with the support of MEAL Coordinator.
  • Conduct monitoring visits for partners and fill quality benchmarks as needed 

General


  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Help be responsible for the security of staff he/she is working with. Ensure that the security, health and well being of staff are ensured, and staff management and other processes and policies and systems reflect SC’s principles of equity and fairness.
  • Participate in MEAL relevant training

QUALIFICATIONS


  • University degree or equivalent experience in international development, social sciences or similar
  • Excellent verbal and written skills in Arabic and good written and spoken English

EXPERIENCE AND SKILLS


  • Experience and knowledge of monitoring, evaluation and needs/impact assessment methods
  • Experience in training and coaching 
  • Skills in designing and implementing information management and performance measurement frameworks
  • Strong interpersonal and organisational skills, and ability to work under pressure
  • Proven analytical and problem solving skills
  • Detail-oriented
  • Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share assessment and monitoring results
  • Demonstrated understanding of emergency response activities
  • Commitment to and understanding of Save the Children’s aims, values and principles.
  • IM experience is desired
