What we are looking for
Senior Safety, Security and Access management experience preferably in a humanitarian/recovery context.
Must have experience working on humanitarian access negotiations, experienced with volatile/complex contexts and knowledgeable of NGO operations and dynamic of the humanitarian sector especially in Lebanon and the wider Middle East region.
Strong people management and presentation skills.
Must be fluent in both English and Arabic languages, both written and spoken.

What you will do
The Health, Safety, Security and Access Manager is responsible for the development and implementation of Health, Safety, Security and Access function within Lebanon.
The function overall mandate is to enable NRC operations across Lebanon while ensuring appropriate Duty of Care standards are upheld. The position holder will ensure that NRC Lebanon is well positioned to respond to current and future security risks and shall demonstrate strong engagement and leadership in major actions, in cooperation with the rest of the NRC team across the country.
This role serves as a core member of the Country Management Group (CMG) and Crisis Management Team (CMT).
Key responsibilities:
- Implementation of the NRC Global Health, Safety and Security Risk Management System at national level ensuring compliance and adherence to NRC policies, guidance and procedures, and harmonised practices and procedures between AOs.
- Develop and maintain national HSSA documents and procedures including strategy and budget, and ensure consistency and accountability of security and safety procedures across the whole country programme.
- Standing Member in the Country Management Group (CMG), provides the CMG with strategic advice based on changes to the context.
- Contribute to improve humanitarian access for NRC operations across Lebanon by providing technical support on tools and strategies, ensuring capacity sharing for field staff and when relevant supporting AMs in managing access related incidents.
- Oversee and/or conduct Security Risk Assessment (SRA) according to minimum operational requirements (MOSS), supporting safety and security risk management for staff, assets, operation and reputation of NRC.
- Work with management to ensure that the relevant mitigation measures are in place in the field and within our processes to reduce risks to an acceptable level.
- Management of HSSA staff as appropriate, including support, training, control and development of HSSA staff in country offices.
- Promote and stimulate HSSA risk management culture beyond HSSA staff, providing training, awareness and analysis so that management and program teams are comfortable expanding coverage, changing the way of working and responding to emergencies.
- Network, communicate and cooperate with relevant external actors and pursue and develop relationships with a variety of stakeholders to increase and maintain humanitarian access.

What you will bring
- Minimum 3 years of experience working senior role within Safety, Security and Access preferably in a humanitarian/recovery context.
- Experience of working in complex and volatile contexts.
- Fluency in English and Arabic, both written and spoken.
- Experience of humanitarian access negotiations is a plus.
- Knowledge of NGO operations and the dynamics of the humanitarian sector
- Strong training and presentation skills.
What we offer:
- Duty station: Beirut Lebanon
- Contract: 12 months. Renewal based on funding and performance.
- Travel: 30% within Lebanon.
- Salary/benefits: Grade 9 on NRC’s Lebanon national salary scale.
