Job Description

ROLE PURPOSE:


Save the Children is seeking to recruit an FSL officer to support CSO partners in the delivery and the monitoring of food security and livelihoods projects in Akkar and the North of Lebanon.  The staff will be based in the North and will be managing projects in Akkar and the North of Lebanon. This includes but not limited to Competency Based Training, vocational training, youth functional skills, Cash for work and on the job training, entrepreneurship training for youth and adults, small business development, financial literacy, cash provision, and life skills and vocational training for youth.

Level 3: the responsibilities of the post may require the post holder to have regular contact with or access to children or young people. 


SCOPE OF ROLE: 


Reports to: Food Security and Livelihoods coordinator


Staff directly reporting to this post: FSL assistants and project volunteers 


KEY AREAS OF ACCOUNTABILITY:


Programme implementation


  • Support the FSL coordinator in the implementation of the CBT activities and advanced training at the private technical schools. 
  • Support the FSL coordinator in distributions and in delivery of cash components and its documentation.
  • Support in the labour market assessment exercise to be implemented by SCI and or partner on the field. 
  • Support the FSL coordinator in centre management and logistics. 
  • Conduct household interviews and focus group discussions to collect information, as needed.
  • Manage the FSL assistants and project volunteers and support them in their activity planning and implementation.
  • Conduct beneficiaries’ registration and distributions, when needed. 
  • Conduct and support in awareness raising sessions when needed. 
  • Monitor the implementation of livelihoods activities mainly implemented by CSO partners regularly, in line with programme implementation plans and against donor requirements/ indicators and partners’ contractual agreements.
  • Act as the main liaison between CSO partner and the Save the Children office; maintain good relationships with beneficiaries when needed, and professional relationships with local leaders/authorities.
  • Monitor the collection of information for the purpose of household economy analysis conducted by CSO partners’ enumerators.
  • Support in the completion of any other studies/evaluations throughout the project period and facilitate consultants’ work on the field. 
  • Monitor the work of the staff at the CSO partners and support them in outreach and beneficiaries’ identification and liaise with SCI team for validation and confirmation.
  • Conduct household interviews and focus group discussions to collect information, as needed.
  • Assist in the development of training/ awareness raising materials and organize and conduct trainings for SCI and CSO partners’ staff, programme beneficiaries and stakeholders.
  • Assist with the training of the CSO partners’ staff to ensure they have solid understanding of key programme documents and tools, including Monitoring and Evaluation questionnaires.
  • Collect needed data from the partners and the field for the purpose of activity and donor reporting. 
  • Participate in internal and external coordination meetings as required and interact regularly with Save the Children’s other sectors (education, child protection, health/nutrition, shelter) to ensure coordinated and efficient programming.
  • Ensure that the implementation of activities is gender sensitive, inclusive of vulnerable communities and people with disabilities, participatory, relevant to the context and conflict sensitive as well. 
  • Work with logistics staff for programme procurements and logistics for the preparation of workshops and trainings, according to SCI’s procurement guidelines and manuals. 
  • Assist in the beneficiaries’ registration and distributions in collaboration with CSO partners and communities, when needed. 
  • Support in awareness raising sessions when needed. 
  • Promote accountability and transparency within all the implementing activities.
  • Supports and stimulates teamwork within SCI’ team and the CSO partners’ team as well. 
  • Contributes to the institutional memory and the experience-sharing by reporting and feedback, innovating initiatives and by networking with other colleagues.
  • Carry out additional tasks upon decision by the management. 

Programme reporting and monitoring


  • Prepare weekly and monthly work plans and ensure SCI and / or the CSO staff follow the plans.
  • Organize monitoring visits and home/field visits when needed.
  • Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation.
  • Produce timely reports (weekly, monthly, quarterly and yearly) for internal use on the status of on-going programming.
  • Contributes to lessons learnt/ best practices workshops and ensure their implementation on the field. 
  • Ensure proper filing and documentation of project related documents and activities. 
  • Report any deviance from the program plan in a timely manner.
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS:


  • Degree in Economics, Finance, International Relations, Social Sciences, Development studies or similar field
  • Fluency in written and spoken Arabic and English.

EXPERIENCE AND SKILLS:


  • Minimum 2-3 years of experience in development programs, preferably working in food security and & livelihoods, and with experience in cash programming, entrepreneurship and vocational training activities.
  • Experience in working with CSO partners staff, in related capacity building activities and monitoring their activities. 
  • Good time management skills.
  • Experience in data collection and validation. 
  • Experience in field work and community mobilisation; and in coaching on working with Syrian, Palestinian and Lebanese communities in specific. 
  • Computer skills (especially Excel).
  • Strength in interpersonal, communication and presentation skills. 
  • Action and solutions oriented. 
  • Flexibility and willingness to change work practices and hours, and capability to work in insecure environment. 
  • Available to travel in country. 
  • Experience of working within SCI is a benefit.
