The Communications and Public Affairs Manager (CPAM) is responsible for the strategic leadership of World Vision Lebanon’s communications, public affairs, external engagements, and advocacy initiatives, designing and overseeing implementation of an integrated communications strategy and advocacy action plans that cultivate, enhance, and strengthen WVL’s leadership in the local, regional, and global markets, including the organisation’s brand recognition. This role is key to ensuring WVL’s impact through brand awareness and thought leadership. Your strategic advocacy and communications plans will advance WVL’s influence and complement WV’s regional and global advocacy plans. The CPAM is responsible for managing communications and advocacy staff to strategically produce and deliver timely, high quality, evidence-based, and newsworthy communications materials, including compelling written and visual stories. The manager is responsible for coordinating and mentoring staff in the Communications and Public Affairs Unit and supporting team members’ professional development to further strengthen, WVL’s communications, public affairs, and advocacy initiatives.

Build WVL’s Brand



Support the communication & advocacy team, in partnership with other relevant functions, to build WVL’s Brand, based on global guidelines, with local, regional, and global audiences, including donors, the general public, peers, and civil society actors to increase WVL's Income, Impact and Influence, through the active participation in coalitions, building thought leaders within WVL staff, and/or identifying and collaborating with relevant local influencers. Develop and manage targeted media contacts and social media campaigns to improve external positioning, build brand awareness, and grow awareness of technical expertise. Oversee your team’s management of social media platforms, content production, and publication activities, ensuring brand alignment and amplification across the Partnership Build the capacity of all WVL staff to communicate and advocate in a way that strengthens its position in the local market and increases its brand recognition

External Engagement, Networking and Coordination:



Implement existing plans for the ENOUGH campaign in alignment with WV’s global plans and based on contextual developments, updating the theory of change as needed Lead on the 5 to Thrive policy framework Develop an external engagement plan in alignment with the RO, SOs, GC Cooperate with the grants and the Monitoring, Evaluation, Learning and Accountability leadership and their teams to collect evidence and ensure it can be communicated in a meaningful way to effectively position WVL for grants. Support the advocacy lead, in consultation with Programme Quality & Development unit and Field Operations, to influence national level policy and ensure its implementation. Represent WV in coordination spaces as needed such as the INGO Forum Advocacy WG Advise and prepare WV FO senior leaders for high-level external engagement and representation meetings with talking points, etc.

Ensure delivery of Communications Strategy



Develop, implement and monitor a strategic communications strategy in alignment to WVL’s National Strategy and Global Communications Strategy. It includes target shifts from where WVL is now to where WVL wants to be positioned externally amongst donors, peers, partners (including government) and the media. Lead on delivery of rapid emergency communications during crises and ensure staff members’ communications preparedness.

Lead on advocacy plans



Adapt (if necessary) a strategic advocacy strategy based on context analysis linked to external engagement plans, response strategies, and stakeholder/actor mapping Identify key partnership and coalition opportunities, influencing and engaging as appropriate, including (as needed) on regional advocacy coalition work Lead on the development of WVL policy and advocacy briefs, in collaboration with regional and response teams (as appropriate) Supervise advocacy engagement initiatives Build on evidence-based resources in the development of policy asks and papers and leverage in external engagements Ensure advocacy efforts are strategically aligned with the social media strategy and comms plans Implement advocacy efforts to achieve ENOUGH campaign goals Maintain regular updates to humanitarian and child rights advocacy messaging and communications guidance Lead and participate in humanitarian advocacy initiatives Coordinate humanitarian advocacy policy messaging on sector- specific issues that are critical to WV programming responses Provide advocacy advice to the Advocacy Response Group (ARG) and EMS

Responsible for Reputation Risk Management:



Develop strategies/communications to counteract areas of weak reputation/respond to reputational risk concerns. Develop internal capacities and preparedness for reputation risk management and communications in adherence to established internal protocols through:+ Development of reactive guidance and messaging on incidents with potential risk reputation
+ Ongoing capacity building for identified spokespeople.
+ Update Messaging on WV programmes as needed

Handle Staff Management:



Ensure that the advocacy and communications team members’ daily work is aligned with strategic communications and advocacy plans and ensure that their tasks are delivered based on the integrated business plan, response plans, and global/regional/emerging needs. Ensure optimization of subordinates’ potentials through coaching, on-the-job training, and capacity building. Effectively manage the performance of direct reports ensuring performance agreements, regular performance discussions, and annual performance reviews are done.

Perform other duties as required



As an SLT member, attend leadership meetings within WVL and provide guidance on advocacy and communications to WVL leadership Attend Program and MEAL related meetings within WVL, and with the sector, donors, and local authorities as needed. Attend and participate in capacity building trainings locally and internationally. Attend and participate in WVL’s spiritual nurture and other organizational events. Act responsible of own security and actively contribute to a positive security culture. Report Child Protection (CP) incidents as per the safeguarding policy guidelines. Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager. Perform other duties as assigned by Line or Matrix Manager.

Minimum Requirements:



Bachelor's degree; Master degree strongly preferred in journalism, communications, multimedia studies, development, social science, law, international relations, public policy, or political science or an equivalent portfolio of experience.
