Job Description

ROLE PURPOSEThe Child Rights Governance (CRG) Officer’s role, in general, is to promote the Rights of the Child in accordance with the United Nations Convention on the Rights of the Child through co-operation with rights holders, local and regional organizations, institutions, and International Organizations. 


Furthermore, the CRG Officer will be supporting the implementation of CRG projects’ activities both direct and indirect aimed at empowering civil society organizations and children to monitor and advocate for the implementation of child rights and to drive change on communal, national, and global level in relation child rights. The CRG Officer will work closely with the Inclusion and CRG Coordinator to ensure that the programme objectives are met. This includes budget as well as programmatic implementation and monitoring of activities both direct and indirect according to SCI standards.


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.


CHILD SAFEGUARDING: 


Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

KEY AREAS OF ACCOUNTABILITY:


The CRG officer has the following areas of responsibility:


Programme implementation/management


  • Following-up and reporting on program objectives that are achieved and on deviations from the Work Plan.
  • Monitoring and reporting budget/expenditures based on the work plan; and analysing Budget-versus-Actual (BVA) reports to assess and report any discrepancies.
  • Working with the Monitoring, Evaluation, Accountability and Learning (MEAL) department in Zahle.
  • Liaising with Support Departments on a regular basis (including Finance, Logistics, Partnership, and Administration) to ensure effective and efficient programme delivery.
  • Responsible of the direct implementation of CRG activities including child participation and advocacy activities, alliance activities, child led campaigns. 

Partnerships management


  • Following up with partners based on contractual agreements made with SCI through conducting field visits, attending project activities and producing timely reports for internal use on the status of on-going programming.
  • Coordinating with other programme sectors and the Inclusion and CRG Coordinator to ensure quality communication, follow up, and coordination with SCI Partners ‘staff and the proper delivery of programme activities.
  • Supporting the capacity development of partners through training, and the on-job coaching. 
  • Working with partners to ensure that adequate policies and procedures are in place, including policies on safeguarding.
  • Developing and producing sub-grant communication materials in consultation with relevant stakeholders.
  • Following- up on reporting requirements by partners/grantees. 

General:


  • Contributing to advocacy work.
  • Promoting accountability and transparency with all the implementing activities.
  • Complying with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS 


  • Degree in social work, gender studies, international relations, human rights or development studies.
  • Fluency in written and spoken Arabic and English.

EXPERIENCE AND SKILLS


  • 2 to 3 years of experience in program/project management and budget control, including experience working with implementing partners and grantees (experience in Adolescent programming is a plus).
  • Knowledge of the Human Rights and the Child Rights and Gender International Instruments. 
  • Experience in reporting.
  • Capacity to combine field and office work. 
  • Experience in working with Civil Society Organizations.
  • Strength in interpersonal, communication and presentation skills.
