Job Description

ROLE PURPOSE: 


The Child Rights Governance (CRG) Officer is responsible for promoting and advocating for the Rights of the Child in alignment with the United Nations Convention on the Rights of the Child. This role involves working collaboratively with children and youth groups local and regional network and organizations, public and private institutions, and international bodies.


The CRG Officer will support the implementation of CRG project activities both directly and indirectly aimed at empowering civil society organizations and children to monitor, report, and advocate for the enforcement of child rights. This includes regional, national and sub-national projects. The role also focuses on driving change at the community, national, and government levels.


The CRG Officer will work closely with the CRG Coordinator to ensure program objectives are achieved, including conducting regular field visits to partners, leading project implementation, and monitoring activities in line with SCI standards.


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.


CHILD SAFEGUARDING:


Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:


Programme implementation/management


  • Provide training and support to community volunteers, youth, and partner staff on youth engagement and child rights topics, including child rights reporting, monitoring, child participation, and awareness activities. Offer input on facilitation techniques used during sessions. 
  • Work closely with the program coordinator to prepare detailed work plans for project implementation and forecast necessary resources in the assigned areas.
  • Closely coordinate with the Regional Office to create monthly program calendar, including special events.
  • Maintain communication with the children's and youth committees to assess their needs and priorities, building on them for future projects and initiatives.
  • Support the participation and engagement of young people and youth groups in local, national and regional platforms.
  • Follow up and report on program objectives and activities achieved, including any deviations from the work plan and monitor progress against projects’ log frames and implementation plan. 
  • Collaborate with the Monitoring, Evaluation, Accountability, and Learning (MEAL) focal point and lead the monitoring and evaluation processes of DANIDA (Al Bawsla project) activities. Feed in the design of activities according to implementation lessons learned and community feedback.
  • Liaise with support departments (including advocacy, campaigns, communications and media, finance, logistics, partnerships, and administration) regularly to ensure effective and efficient program delivery.
  • Lead communication with civil society organizations and municipalities to implement initiatives related to child rights, ensuring proper project implementation and alignment with objectives.
  • Be responsible for the direct implementation of Child Rights Governance (CRG) activities, including child participation and advocacy initiatives, alliances with civil society organizations, and child-led campaigns.
  • Engage in determining the gaps in DANIDA (Al Bawsla project) delivery and recommends strategies for improvement.

Partnerships management


  • Plan and oversee the implementation and day to day coordination of intervention and activities of the DANIDA (Al Bawsla project). Conducting regular field visits to monitor project implementation in Akkar, Tripoli, Maten, Beirut, and the South and attending project activities and producing timely reports for internal use on the status of on-going programming.  
  • Coordinating with other programme sectors and the CRG coordinator to ensure quality communication, follow up, and coordination with SCI Partners ‘staff and the proper delivery of programme activities.
  • Supporting the capacity development of partners staff through training, and the on job coaching and monitoring.  
  • Working with partners to ensure that adequate policies and procedures are in place, including policies on safeguarding.
  • Developing and producing sub-grant communication materials in consultation with relevant stakeholders.
  • Mapping and outreaching youth led formal and informal groups.
  • Following- up on reporting requirements by partners/grantees. 

Community engagement


  • Develop and implement strategies to engage the community in the activities of different project.
  • Organize and facilitate community meetings, workshops, and events to raise awareness about the child rights programs and services.
  • Build and maintain strong relationships with community leaders, local organizations, and other stakeholders.

Research and analysis


  • Contribute to child led research and analysis on child rights situation, particularly in vulnerable communities.
  • Analyse existing child rights policies and programs to identify gaps and opportunities for improving child rights integration.
  • Stay updated on the latest development in child rights laws, policies, and governance frameworks.

General


  • Contributing to advocacy work with the children and youth committees. 
  • Promoting accountability and transparency with all the implementing activities.
  • Complying with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS 


  • Degree in Social Work, Gender studies, International Relations, Law or Development studies.
  • Fluency in written and spoken Arabic and English.

EXPERIENCE AND SKILLS


  • 3 years of experience in program/project management and community activities. implementation, including experience working with partners and municipalities (experience in Adolescent programming is a plus).
  • Strength in interpersonal, communication and presentation skills.
  • Flexibility and willingness to change work practices and hours, and capability to work in insecure environment.
  • Available to travel in country and outside Lebanon if needed. 
  • Knowledge of the Human Rights and the Child Rights and Gender International Instruments. 
  • Experience in reporting.
  • Capacity to combine field and office work. 
  • Experience in working with Civil Society Organizations.
