Job Description

ROLE PURPOSE: 


The Child Rights Governance (CRG) Coordinator is responsible for the promotion of the rights of the child in accordance with the United Nations Convention on the Rights of the Child (UNCRC) through co-operation with local and regional organizations, institutions, authorities and international organizations.


The role holder will lead the implementation of the CRG projects in different areas including Mount Lebanon, Beirut and South according to the guidelines of Save the Children International (SCI) which aims to strengthen the civil society in which children are perceived as social players and human beings in their own right. This includes budget as well as programmatic implementation and monitoring according to SCI standards.


Child Safeguarding: 


Level 3 - the responsibilities of the role may require the role holder to have regular contact with or access to children or young people. 


SCOPE OF ROLE: 


Reports to: Central and South Area Office Area Manager  


Staff directly reporting to this post: Child Rights Governance Officers 


KEY AREAS OF ACCOUNTABILITY:


Programme implementation/ management:


  • Develop CRG program annual work plan with realistic and achievable long-term goals and short-term objectives.
  • Manage the CRG program, provide technical support and establish monitoring mechanisms to track project progress, and execute evaluation plans to measure the outputs.
  • Follow up and report on objectives that are achieved and on deviations from the work plan and budget.
  • Develop projects plans, ensure their effective implementation, and provide regular progress reports. 
  • Support the development of budgets for new CRG proposals.
  • Prepare Terms of Reference for consultants, ensure alignment with SCI's contractual requirements, and coordinate work on program-specific components and activities.
  • Develop awareness-raising materials for children and caregivers about child rights and child rights monitoring and demanding.
  • Lead and organize program activities, events, child led consultations and initiatives, children and youth clubs. 

Team management and capacity building:


  • Assess training needs within the child rights governance team and develop an overall capacity building plan.
  • Provide regular constructive feedback to direct reports, following SCI’s performance management procedures, and support direct reports in performance management of their team members.

Partnership management:


  • Follow up and monitor partners through conducting field visits, attending project activities and producing timely reports for internal use on the status of on-going programming.
  • Deliver capacity building for partner’s staff and youth on child rights governance and its related sub-themes. 
  • Follow up with partners on reporting requirements and ensure that CRG activities are reported in line with donor requirements.

Coordination and representation:


  • Ensure that Save the Children's work is coordinated with efforts of other agencies, ensuring the specific needs of children are being addressed.
  • Ensure community acceptance and maintain engagement with local government (municipalities and relevant local representatives of ministries).
  • Coordinate with logistics staff for programme procurements and for the identification and contracting of local suppliers
  • Collaborate with advocacy, communication, campaigns, and media teams to amplify children's voices, facilitating their access to policymakers and stakeholders and advocate for their rights.
  • Participate in internal and external coordination meetings as required, and interact regularly with Save the Children’s other sectors (education, child protection, health/nutrition, shelter and WASH) to ensure coordinated and efficient programming.
  • Ensure that documents such as project memos, minutes of meetings, descriptions and agreements are developed and kept according to approved formats and SCI standard filing systems.
  • Contribute to coordination between the program areas to ensure maximum impact of the activities in SCI programs.

General 


  • Promote accountability and transparency with all the implementing activities.
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS 


  • Degree in social work, international relations, law, or development studies.
  • Fluency in written and spoken Arabic and English.

EXPERIENCE AND SKILLS


  • 3-5 years of child rights programming experience with at least 2- years staff management experience preferably with INGO(s)
  • Demonstrated experience in managing partnerships with NGOs, civil society organizations (CSOs), and children and youth groups. 
  • Strong understanding of the child rights international and national frameworks
  • Strong experience in working with governments and public institutions
  • Strong experience in data collection and analysis
  • Strong experience in field work and community mobilization; and in training groups of beneficiaries
  • Strong experience working with local partners and capacity development 
  • Computer skills 
  • Excellent time management skills
  • Strength in interpersonal, communication and presentation skills. 
  • Previous experience of liaising with the UN, national and donor governments and NGOs as advantage.
  • Available to travel in/out country
