Job Description

ROLE PURPOSE: 


Save the Children is recruiting a Cash Operations Coordinator to enhance its capacity for multi-sector cash transfer programmes (CTPs) in Lebanon. The coordinator will strengthen systems, oversee operations, and support field teams throughout the project lifecycle.


In the design phase, they will lead feasibility and risk assessments, establish compliant systems aligned with Save the Children and donor standards, and build team capacity. During implementation, they will manage cash operations, ensure compliance, and support programme execution, aligning cash delivery with objectives and conducting operational reviews. In the closeout phase, they will oversee reporting, closure of cash components, and lessons learned sessions.


The coordinator will also contribute to strategic CTP direction, represent Save the Children in national coordination mechanisms, and engage with financial service providers to ensure efficient cash delivery.


CHILD SAFEGUARDING: 


Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

Role Dimensions: The Cash Operations Coordinator is responsible for ensuring the high-quality, timely, and cost-effective implementation of cash transfer programmes (CTPs), in full compliance with Save the Children and donor policies and procedures. The role requires close coordination with the Financial Service Providers, Programme Managers, Area Managers, Finance Team and the Director of Programme Operations (DPO) to ensure that cash operations align with organizational priorities and standards. The coordinator will also engage with relevant teams and stakeholders to represent cash programming operational priorities and challenges within strategic discussions.


KEY AREAS OF ACCOUNTABILITY:


Cash Operations


  • Collaborate with finance and senior management to develop comprehensive scopes of work for cash operations.
  • Provide operational support for the implementation of cash transfer programme (CTP) activities, working closely with field teams, operations staff, and technical sector advisors.
  • Conduct reimbursement and reconciliation exercises with finance focal points across three area offices.
  • Oversee and verify monthly payment requests and debit notes, ensuring alignment between tracking systems and the financial service providers records.
  • Ensure accurate submission of cash payment requests, reflecting proper accounting entries in the General Ledger (GL).
  • Compile and manage lists of outstanding payments for follow-up, coordinating closely with area offices.
  • Maintain and update master lists and databases for accurate data reflection and documentation.
  • Utilize payment trackers and daily transaction reports to ensure timely fund disbursement to designated recipients.
  • Employ cash transfer validation protocols to provide justifications and track transferred funds effectively.
  • Prepare, validate, cross-check, and issue bulk payments to financial service providers in accordance with protocols and guidelines.
  • Oversee cash transfer operations to ensure activities align with established Standard Operating Procedures (SOPs) and donor requirements.
  • Develop tools and templates to support the management and implementation of cash transfer programmes in line with Save the Children’s Quality Framework.
  • Collaborate with Safety and Security colleagues to develop and implement effective protocols for cash transfer programming, regularly updating them as needed.
  • Conduct operational inductions for staff across area offices, focusing on cash transfer activities and request procedures.
  • Coach and mentor SCI staff to enhance their capabilities in managing operational aspects of cash transfer programmes.
  • Maintain daily communication with the financial service providers focal points and operators to promptly address operational challenges and concerns.
  • Coordinate with logistics teams to procure, store, and distribute cash or vouchers to meet project objectives.
  • Collaborate with Programme Managers, Area Managers, and the Director of Programme Operations (DPO) to ensure seamless integration of cash operations with programmatic priorities.
  • Monitor cash transfer operations through operational reviews to ensure systems remain relevant and well-documented for audit readiness.
  • Support reporting and project review processes, identifying lessons learned and promoting continuous improvement in cash operations.
  • Participate in evaluation committees and provide technical analysis and feedback for the selection of financial service providers.
  • Share monthly analysis and reporting on cash operations, including challenges, enhancements, and lessons learned, to drive continuous improvement.
  • Work closely with the MEAL team to ensure effective monitoring and evaluation of programmes, incorporating feedback to improve implementation

Localization and Partnership 


  • Collaborate with the Localization and Partnership Manager to provide ongoing support to partners, ensuring their preparedness for effective implementation of Cash Programming.
  • Build the capacity of partners on cash operation implementation, supporting them in developing necessary SOPs and monitoring tools to enhance their ability to implement cash programming effectively.

General

QUALIFICATIONS 


Essential


  • Degree in Economics, Finance, International Relations, Development studies or similar field
  • Fluency in written and spoken English and Arabic.

EXPERIENCE AND SKILLS


  • Five years of progressive experience of humanitarian/emergency programming; with significant experience in Cash Operations implementation, monitoring, and reporting.
  • Ability to produce high quality reports in English.
  • Representational skills.
  • Ability to work with limited supervision from line manager.
  • Minimum 3 years of experience in development/humanitarian work
  • Minimum 3 years of experience implementing cash operations programmes (across sectors)
  • Experience in developing M&E tools
  • Experience in field work and community mobilization
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
  • Demonstrable knowledge of key areas of programme operations, logistics and grant management relevant to delivering quality cash and vouchers programming.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
  • Commitment to and understanding of SCI’s aims, values and principles.
