Overview

**This position is physically located in Kuwait in support of LOGCAP**


Coordinates, directs, and supports the day-to-day activities of the Furnishings Office/Warehouse support areas. Provides ASG-KU with Furnishings Management for of all furnishings operations and performs Global Combat Support System – Army (GCSS-Army) data inputs to prepare and update sub-hand receipts. As the Supervisor of the Army Housing Furnishings Office/Warehouse, coordinates, directs and supports the day-to-day activities of the furnishing office/Warehouse support areas under the direction of the Billeting Manager. Custodian for all furnishings installation hand-receipt transactions, delivery and pick up appointments, 10% cyclic and 100% inventories, Defense Logistics Agency (DLA) Turn-in and landfill disposal of unserviceable items, and management of 3,500 square meters of warehouse storage space and all MILVAN containers for the Billeting Office of over 22,000 items valued in excess of 1 million dollars. Ensures personnel exhibit superior workmanship and focus upon a quality end product. Follows Standard Operating Procedures (SOPs) to ensure all tasks are accomplished safely and with a focus upon a quality. Will have direct oversight of the Furnishings Staff. Verifies actual hours worked by personnel to reduce manpower expenditure. Ensures personnel complete all tasks in accordance with the Community Services Department Quality Policy, Safety Policy and LOGCAP V Environmental, Safety & Health directives. Provides Leadership and mentors junior personnel to develop appropriate skillsets. Addresses Customer concerns in a prompt, professional and courteous manner.



Responsibilities

  1. Oversees the operational performance of Furnishings Management in accordance with Amy Regulation 710-2, and AR 735-5.
  2. Performs inputs in the Global Combat Support System (GCSS-Army) database system.
  3. Oversees the input of data by other Furnishings staff in the GCSS-Army system.
  4. Conducts routine monthly 10% cyclic inventories, and 100% inventories when the Furnishings Installation Property changes between Secondary Hand Receipt Holders.
  5. Records/verifies serial numbers, model & quantity of given items and advises the Secondary Hand Receipt Holder and the Manager of float stock shortages for reorder.
  6. Reviews work in-progress to ensure accurate results and to assess quality and quantity produced by employees on all shifts.
  7. Manages warehouse storage space.
  8. Conducts and records daily/weekly inventories of serial numbered items located in the warehouse.
  9. Prepares documents for turn-in, and conducts turn-in of items needing repair or unserviceable/excess furnishing items to CPC, FMS, DLA, and Landfill disposal.
  10. Oversee daily and weekly inspections of all vehicles and equipment assigned to Furnishings. Reports any unreported vehicle damage immediately to the Billeting Manager and prepares any required documentation.
  11. Prepare daily, weekly, monthly, quarterly, and semi-annual, annual reports, and trackers related to Furnishing operations.
  12. Assists the ASG-KU Housing Secondary Installation Hand Receipt Holder in conducting market surveys out on the economy.
  13. Supervises transportation of furniture from the warehouse to locations as requested by the Customer.
  14. Answers walk-in customer and customer phone inquiries related to Billeting, Furnishings, or Maintenance issues.
  15. Provides input on work schedules and/or sequence of operations to assure an even distribution of work and meeting of deadlines.
  16. Assists the Manager in the development, counseling, and training of employees.
  17. Directs on-the-job training and cross-training for employees.
  18. Assists/prepares for inspections and responds to Contracting Officer Representative (COR) and Housing NCOIC requests through the Manager.
  19. Insures staff compliance with the LOGCAP V Performance Work Statement (PWS), and the Vectrus Policies and Standard Practices (P&SP’s).
  20. Establishes and continually enforces a positive safety culture throughout the Billeting operations.
  21. Performs other duties as assigned.

Qualifications
  • MINIMUM QUALIFICATIONS:
    • Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
      • High School diploma is required.
      • A valid Home Country Driver’s License.
      • Ability to obtain a U.S. Government Motor Vehicle Operator's license and Kuwait Driver’s License.
      • Completion of Online training in GCSS-Army and a Certificate of Training on GCSS-Army Unit Supply is preferred.
      • Must be able to obtain Common Access Card (CAC).
    • Experience:
      • Approximately 3 - 5 years of similar civilian or military customer service experience.
      • Prefer candidates with strong logistic experience familiar with US Army or DPW supply operations.
      • A thorough understanding of Furnishings management including all facets of military in and out-processing.
      • Working experience of inventory and rotation operations.
      • Two to three years of supervisor experience working with junior leadership and entry level employees is preferred.
    • Skills:
      • Fluent in spoken and written English.
      • Must possess excellent supervisory and management skills.
      • Proficient in intermediate level MS Office software applications such as Word, Excel, Access and Power Point.
      • Need to be able to delegate work to the subordinates according to the changing priorities of the USG and Customers.
      • Good organization and training skills are essential.
      • Possess strong problem solving skills and should be able to maintain good relations with the USG and Customers by communicating effectively and building a rapport with them.
      • Flexible and have excellent interpersonal skills.
      • Able to recognize and quickly resolve customer issues, and work independently.
      • Handle multiple tasks at any time.
      • Ability to speak conversational Arabic or Hindi is a plus.
  • WORKING ENVIRONMENT:
    • Work is generally conducted inside a secure, access and climate-controlled, permanent structure. However, duties may occasionally involve exposure to extreme and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents. Employee use of personal protective equipment (PPE.) is required. PPE includes but is not limited to head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Fire and Safety Regulations and post policies.
  • PHYSICAL ACTIVITIES:
    • Work may require intermittent lifting up 25 lbs, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for physical exposure to extreme dust and temperature up to 130F+ degrees, chemical or biological agents.
