As a Lead Proposal Engineer, you will play a pivotal role in the development and execution of winning
proposals for maintenance and brownfield mainly in production and downstream operations. You will
lead a team of proposal/project engineers, coordinating efforts to deliver high-quality competitive
proposals that meet client requirements while ensuring profitability for the organization. This role
requires strong technical expertise, project management skills, and the ability to collaborate
effectively with cross-functional teams.
b) Proposal Development: Lead the end-to-end process of proposal development, including initial client
engagement, scope definition, technical solution design, cost estimation, and preparation of proposal
documents.
c) Technical Expertise: Provide technical leadership in assessing project requirements, identifying
optimal solutions, and addressing technical challenges to meet client specifications and industry
standards.
d) Team Leadership: Manage a team of proposal/project engineers, providing guidance, coaching, and
support to ensure cohesive teamwork, optimal performance, and adherence to project timelines. Set,
monitor and follow up on clear KPIs assigned to the team (Hit ratio, timely submissions)
e) Risk Management: Conduct comprehensive risk assessments for proposed projects, identifying
potential risks and developing mitigation strategies to minimize project uncertainties and ensure
successful project execution.
f) Client Engagement: Collaborate with sales and business development teams to understand client
needs, align proposal strategies with client expectations, and participate in client presentations and
negotiations as needed.
g) Cost Estimation: Develop accurate cost estimates for proposed projects, considering factors such as
materials, labor, equipment, subcontractors’ services, and overhead costs, while maintaining
profitability targets.
h) Proposal Review: Conduct thorough reviews of proposal documents to ensure accuracy, compliance
with client requirements, alignment with company standards, and incorporation of lessons learned
from previous projects.
i) Continuous Improvement: Identify opportunities for process improvements and best practices in
proposal development, leveraging feedback, data analysis, and industry insights to enhance the
effectiveness and efficiency of proposal efforts.
j) Documentation and Reporting: Maintain detailed documentation of proposal activities, including client
interactions, technical specifications, cost estimates, and project assumptions, and provide regular
updates and reports to management.
Educational Qualifications
Bachelor's degree in Mechanical Engineering or related field; advanced degree preferred.
(b) Experience
Minimum of 10~15 years of experience starting with site execution (Project engineer, maintenance
engineer, turnaround engineer etc.) and leading into a proposal engineering related role within the Power &
Utilities Sector and Oil & Gas Sector
(c) Skills
On-site execution experience in brownfield EPC projects (Range 30 to 75 million AED). Strong technical
expertise in areas of maintenance and brownfield modifications such as replacement of plant components and
equipment.
In-depth knowledge of Power & Utilities and O&G industry practices, technologies, and regulations. Candidate
shall be well acquainted and have direct experience with relevant major Clients in KWT (KOC, KNPC, KPC,
KNPC, PIC, EQUATE, Chevron, Boubyan etc.).
On-site execution experience in turnarounds and maintenance is a plus.
Experience and in-depth knowledge in mechanical systems combined with a good understanding and
assessment of electrical and control systems interfaces and installations.
Proven experience leading proposal development efforts and managing cross-functional teams.
Results oriented with proven work-winning records with major Clients in the KWT.
Excellent communication, presentation, and negotiation skills.
