Summary/Objective
This position is responsible to direct, coordinate, budget, solely or through available resources of estimator and foremen, activities concerned with the estimation of contracting projects and the planning of the active projects. Participates in the estimation, budgeting and the support of execution and completion of projects and oversee organization, scheduling and implementation.
Essential Functions
- Ensure that all reply to proposals, quotations are as per the company’s standard.
- Study tender documents including drawings, project specification, BOQ, scope of work, contract details and conditions.
- Identifying opportunities on which to submit bids and feeding bids / no bid decisions.
- Submit annual budget and forecast plans based on market research.
- Manage bids database records and results.
- Set bid strategy to win bids, including pinpointing the company key differentiators.
- Address the technical and commercial risks relating to the bids and propose mitigation plans.
- Study tender BOQ, quantities take off, sending enquiries to the vendors/ subcontractors to get competitive quotations.
- To build relationships and liaise with internal customers and external suppliers and vendors and manage daily correspondence for quantities, costs and specifications.
- Negotiating with specialist suppliers and/or subcontractors.
- Preparing technical clarifications to clients for discrepancies in tender documents after reviewing, incorporating the changes after response.
- Participate in pre- tender meetings, site visits and preparing site visit reports to analyze the project scope of work.
- Analyze vendor technical offers and commercial as well in view of project specifications and standards.
- Preparing comparative statements to analyze and select the most appropriate vendors and subcontractors.
- Prepare vendors cost comparative study report to get financial selection of vendors/ subcontractor & price.
- Preparing required bid documents includes commercial and technical submittals.
- Collect all vendors’ technical data sheets, vendor’s specification, drawings and compile in line with tender documents to prepare technical bid submission.
- Respond to clients’ and other stakeholders’ queries before, during and after the bid submission.
- Develop and maintain standardized Operating procedures for Bid & Estimation Management.
- Manage study, analysis, and evaluation of tender documents technically and commercially in order to identify risk factors in coordination with the BU’s and other HoD’s, CEO and for the overall risk assessment and bid decision.
- Lead preparation of technical and commercial proposals as per client requirements.
- Review bid calculation (manpower, spare parts, and consumables, subcontractors, etc.).
- Finalize estimation of all direct and indirect costs and consolidate tender documents for top management review and approval.
- Advises on contractual rights, remedies which have been taken into consideration during tendering.
- Prepare monthly status reports as related to tender wins/ losses to the Management.
- Liaise with the construction / operations team to establish execution / method statements and reflect the same in estimation.
- Keep liaison with Directors / Project Manager for the on-site actual execution of awarded projects and lessons learned to be able to prepare future competitive tenders.
- Manage and monitor the performance of direct reports and provide guidance as and when required.
- Responsible for helping engineering teams deliver projects as per schedule and ensure projects are delivered on time and within the budget.
- Provide planning and cost controlling support for all projects which includes variation reporting, monitoring of milestone progress to the preparation of customer billing processes, etc.
- Negotiate with vendors and contractors to secure the best prices.
- Understand and meet all contract requirements. Communicate with managers, supervisors, and the rest of the team. Attending and scheduling meetings as required
- Observe existing processes, analyses staff performance, and address deficiencies accordingly
- Analyze technical drawings and provide material and cost estimates
- Interpret / analyses data, compile / write reports, and deliver presentations when required
- Submit daily / monthly reports, prepare project plans, budget, etc.

Supervisory Responsibilities
This position may manage employees, technical staff and subcontractors of the project assigned to by the company.
Position Type/Expected Hours of Work
This is a full-time position, workdays are Saturday to Thursday. This job may require work outside working days or working hours.
Work Environment
This job operates in a professional office and/or site environment. This role routinely uses standard office and project tools and equipment.
Required Education and Experience
- Bachelor’s degree in Civil Engineering.
- Experience of not less than 15 years in the same field.
