Overview**This position will be physically located in Kuwait in support of LOGCAP**
Manages the Defense Biometrics Identification System; performs a variety of duties related to the development and/or management of the Installation Access Control Program supporting the mission of the major command.
Monitors biometrics enrollment data and functions relating to the Installation Access Control Program.
Performs technical reviews and analysis to ensure that resources supplied to subordinate commands are used in the most efficient and cost-effective manner.
Process biometrics data collected by DBIDS enrollment Clerks to determine base access eligibility
Reviews and analyzes a variety of other types of technical data to ensure consistency between and among these and the organization’s functions.
Supply justification, prioritization, and cost guidance for Installation Access Control Program resources funding. Reconciles Installation Access Control Program; questions areas that are unclear or appear contrary to command guidance.
Inventory and keep accountability of all DBIDS Equipment
Serve as subject matter expert regarding technical matters relating to DBIDS V and Installation Access.
ResponsibilitiesThis position description is subject to change at any time as needed to meet the requirements of the program or company.
- Reviews all installation access applications in accordance with Installation Access policy.
- Registers all US Military, DOD Civilians, DOD Contractors & OCN personnel into DBIDS by category.
- Registers fleet vehicle for Military Units.
- Updates barment rosters denying unauthorized individuals onto the installation.
- Inventory and troubleshoot all DBIDS Equipment with issues
- Ensure Pass & ID Clerks and Operators are trained and efficient in DBIDS utilization.
- Maintains needed software updates and coordinates with DMDC to fix non-operational equipment
Qualifications- Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
- Associates degree; preferred.
- Be a US Citizen
- Be at least 21 years of age.
- Have a valid US Tourist Passport
- Have a current and valid US Driver’s License
- Have Secret Security Clearance
- Must be eligible to obtain and maintain a Host Nation driver’s license.
- Experience:
- Must have computer experience and have thorough knowledge of Microsoft office.
- Must have thorough knowledge of the Defense Biometrics Identification Systems
- Minimum of 5 years working with DBIDS Equipment
- Clearance:
- Must have an active secret clearance
- Skills:
- Excellent computer skills required as well as interpersonal, oral and written communication skills. Computer skills include a working knowledge of Microsoft Word, Excel, PowerPoint and Outlook.
- Must understand how to do site surveys, determine best location for equipment installation
- Troubleshoot and establish best course of action to fix non-operational equipment
- Working Conditions:
- Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
- Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
- Includes some industrial production environment conditions as well. Work is conducted out doors or in established infrastructure, with the exposure to extreme climactic conditions. The region is dry hot long summers and short warm winters with occasional rainfalls. Dusty storms often occur during the summer months and humidity is often very high. Temperatures range between 115 degrees Fahrenheit in the summer and 42 degrees Fahrenheit in the winter.
- Physical Requirements:
- Work will require lifting up to 30 lbs., stooping, climbing, prolonged standing, prolonged sitting and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents. Employee use of Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices.
