Job Description

The GIZ Jordan Project “Water Sector Governance ” is seeking to hire a Water and Sanitation Advisor - Focus: Climate Finance - Multi-Stakeholder Facilitation Mechanism for full-time base employment.


Qualifications and specialist knowledge


  • BSc in Engineering (Water, Industrial, Environmental), or any related area .
  • At least 7 years of experience in the fields of Water and Wastewater Management with a focus on Climate Change
  • Experience with Climate Finance is an advantage.
  • At least 5 years of experience in designing and implementing climate mitigation and adaptation measures incl. energy efficiency and renewable energy measures in the water sector.
  • Proven experience in GHG emission assessment, as well as assessment/quantification of adaptation measures; also monitoring, climate risks planning and management.
  • Proven experience in organizing and facilitating effective multi-stakeholders dialogues.
  • Excellent knowledge in writing reports and using excel sheets (English and Arabic).
  • Excellent communication and cooperation skills, outgoing, constructive, positive attitude
  • Fluent written and oral knowledge of Arabic and English.
  • Ability to cope with dynamic situation of cooperation system in development field
  • Team player/ability to cooperate with others.

Main Responsibilities


  • Advise the Ministry of Water and Irrigation, the Water Authority of Jordan and other partner entities in designing and establishing a Multi-Stakeholder Climate Financing Facilitation Mechanism to support the planning, programming and future implementation of climate financed projects in the water sector.
  • Advise the partners in developing climate finance policies and guidelines.
  • Support the process of identifying, prioritizing and developing projects eligible for Climate Financing, through financial and technical assessments, stakeholder consultations and alignment with climate funds priorities and national climate finance policies and guidelines.
  • Support MWI/WAJ in conducting and analysing financial and technical feasibility studies, and development of projects concept notes of project pipeline in coordination with all relevant partners
  • Support and supervise consultants’ work through facilitating data collection and consultations with relevant stakeholders.
  • Coordinate with the counterpart, consultants, support the partners in communicating with climate funds (GCF, GEF…etc.), financial intermediaries (development and commercial banks), private sector, and other donors.
  • Support the organization of the Private Sector Participation Platform dialogue.
  • Prepare project documents, terms of reference, presentations, and outreach material as per the requirements of GIZ.
  • Support knowledge management and M&E for the project.
  • Hold meetings, seminars / workshops, and preparing minutes of meetings with stakeholders.
  • Coordination with teams of Output 1 to 4 (GIZ staff and consulting)

Location: Amman, with possibility of travelling to other governorates as needed
