Position Overview:



The Technical Advisor will provide comprehensive support and expertise in the integration of mental health services into primary healthcare in Jordan. This role involves conducting a detailed desk review, researching best practices, engaging with stakeholders, performing a gap analysis, and delivering specific recommendations and reports.

Key Responsibilities:



1. Desk Review:



Conduct a comprehensive review of recent mental health assessments, strategies, or policies in Jordan and USAID strategies/guidance. Highlight challenges, opportunities, and identify any gaps or areas for improvement in mental health services. Compile available data on the burden of mental health in Jordan, focusing on vulnerable groups such as pregnant women, new mothers, children, and refugees. Map out the availability and location of mental health service providers in Jordan, distinguishing between public and private sectors, CSOs, health centers, hospitals, schools, etc.

2. Best Practices Review:



Research international best practices and evidence-based approaches for integrating mental health services into primary healthcare (PHC). Identify and suggest successful models and strategies adaptable to the Jordanian context.

3. Stakeholder Engagement:



Map and meet with key informants and stakeholders identified by USAID/Jordan, including government agencies, WHO, UNICEF, healthcare providers, NGOs, donors, and community representatives. Gather insights and explore areas for collaboration to support perinatal mental health integration at the PHC level.

4. Gap Analysis:



Review existing protocols and workflows between mental health professionals and PHC providers, including referral systems and virtual consultations. Identify current gaps and challenges in mental health service delivery at the PHC level in Jordan, including specific interventions for gender-based violence and psychological interventions. Identify opportunities to integrate stress management exercises and mental health prevention and promotion within existing platforms (e.g., G-ANC, support groups, parenting clubs, ANC classes). Assess the use and contextualization of PMH and other mental health screening tools. Evaluate the Ministry of Health (MOH) resources and capacity for integrating mental health services. Analyze the mental health information system at the PHC level, including data collection and usage by the MOH.

5. Specific Deliverables:



Present findings, challenges, and recommendations to the PFH team. Submit a final comprehensive report documenting all activities, findings, and outcomes of the consultancy period. Identify the priority types of maternal and child health mental health care needed by vulnerable populations in Jordan. Provide clear recommendations for integrating mental health screening and treatment protocols into routine primary healthcare services. Suggest successful models and strategies for adaptation to the Jordanian context. Recommend useful resources.

Position Requirements:



Master’s degree in public health, psychology, social work, international development, or a related field. At least 7 years of experience in mental health, public health, or related fields, with a focus on integrating mental health services into primary healthcare systems. Proven experience in conducting comprehensive reviews, gap analyses, and stakeholder engagements. Strong understanding of international best practices and evidence-based approaches for mental health integration. Excellent analytical, communication, and presentation skills. Ability to work remotely and provide on-site or in-country support as needed. Ability to travel to Jordan and within the country as required.
