Job Purpose
The PSEAH Senior Officer plays an active role in the development of the PSEA SOP and action plan at mission level and will be responsible to ensure its implementation and monitoring across the mission. The PSEAH Senior Officer will ensure that PSEA are upheld in all Acted’s operations, projects, and activities through technical guidance to field staff, the development of practical tools adapted to the context and sectors of programming, the identification of SEA risks and mitigation measures, and the capacity building of Acted staff on PSEA.
The PSEAH Senior Officer is responsible for planning and implementing capacity building on PSEA for staff, incentive workers, contractors, and other stakeholders. The PSEAH Senior Officer is responsible for developing training materials in a timely manner based on programs needs identified and existing best practices. The PSEAH Senior Officer will support the identification of PSEA Focal Points and regularly train them to ensure they can provide mandatory and refresher trainings to staff and support to implementation of the PSEA policies and internal processes across different offices in the mission.
The PSEAH Senior Officer have also an active role for investigations on SEA. She will be responsible for preparing, conducting and reporting interviews with complainants and survivors. She will be also participating in the tracking of investigations on SEA and preparing final reports for each investigation. She will ensure timely and safe referrals and/or follow up of complainants and survivors.
The PSEAH Senior Officer represents Acted in the PSEA Network meetings and oversees the submission of the monthly reports on PSEA activities to the Networks. She also participates in any relevant workshops and trainings.
Objectives
- Contribute to the development and implementation of Acted’s PSEA strategy at mission level through the development of a SOP on PSEA and an annual action plan.
- Develop SEA risks categorization and mitigation measures in each activity implemented by Acted and ensure that a database with mitigation measures, best practices and lesson learnt is in place in the mission.
- Develop capacity building plan of Acted staff and implementing partners to increase their capacity to fulfil standards and expectations on PSEA.
- Ensure that each hub have male and female PSEA Focal Points who are trained to roll out training to field staff and incentive workers.
- Lead the SEA investigations at mission level with the support and in full coordination with the SEA Committee.
- Provide inputs to the PD department on PSEA activities and mitigation measures for proposals , donor reporting and assessments.
- Enhance awareness of communities and beneficiaries on PSEA through awareness campaigns and awareness sessions.
- Responsible for the internal and external reporting on PSEA activities and progresses.
Duties and Responsibilities
1. SOP and action plan
a. Develop the PSEA Standard Operating Procedures (SOPs), clarifying the role of each department and required processes and activities to ensure that prevention of SEA is mainstream in the mission.
b. Responsible for developing a package of tools, guidance, and templates to support the implementation of the SOPs across the mission.
c. Follow up on the implementation of the PSEA annual action plan in close coordination with Areas Coordinators, Country HR Manager, and other departments.
d. Update the annual action plan, based on the risks assessment, organisational assessment and lessons learnt identified during the year.
e. Support for the development of PSEA action plans at camp level, in camps managed by Acted.
2. Capacity building
a. Develop a capacity building plan for Acted staff on PSEAH and other safeguarding issues, including on expected behaviours, confidentiality principles, obligation to report, and channels for reporting SEA suspicions and allegations.
b. Responsible for developing different PSEAH trainings adapted to different positions such as managers, field officers and incentive workers and for other stakeholders such as implementing partners, community leaders, and contractors.
c. Support in assessing organisational capacity on PSEA of implementing partners, support and follow on building the PSEA for the implementing partners based on capacity action points agreed.
d. Participate to the identification of PSEA Focal Points in each base/office and ensure these focal points have a clear TOR and are known in the base/office.
e. Conduct regular training, guidance, and meetings with the identified PSEA Focal Points and monitor trainings they conducted to staff.
f. Ensure that all trainings are tracked and documented.
3. Monitoring of risks and implementation of mitigation measures
a. Develop a checklist of SEA mitigation measures checklist and risk categorization per sectors and activities.
b. Monitor the implementation of SEA mitigation measures per sector and activities.
c. Create database of mitigation measures, lessons learned, best practices and risks relevant to PSEAH for the mission and ensure that it’s updated regularly.
d. Ensure that awareness raising materials/sessions for communities and beneficiaries are displayed and/or conducted where possible.
e. Coordinate with AME Department and Accountability to ensure that awareness on PSEA is included among all CRM communication to communities.
4. SEA Investigations and victim assistance support
a. Lead in full coordination with the SEA Committee the SEA investigations for the mission
b. Responsible for preparing, conducting, and reporting on interviews with complainants, Whistleblowers and survivors.
c. Ensure a proper tracking and documentation of all SEA investigations including interviews, evidence, plannings, reports and risks assessment.
d. Ensure that all alerts and complaints are uploaded in the transparency platform.
e. Document observations and lessons learnt from investigations, propose new mitigation measures, and follow up on the mitigation measures and lessons learnt.
f. Responsible to ensure that a referral mechanism for survivor services is in place and that survivors are timely and safely referred when needed.
g. Coordinate with the HQ and SEA Committee for reporting of complaints externally to donors (HQ responsibility) and PSEA networks.
5. Internal communication and reporting
a. Provide regular update and submit monthly reports to the SEA Committee
b. Ensure that all training trackers are updated, the database of risks and mitigation measures updated, and that achievements are regularly shared to the SEA Committee and other relevant departments.
c. Provide inputs to the PD department for proposals, donor reporting and assessments.
6. External representation and communication
a. Represents Acted at the PSEA Networks meetings and other workshops, trainings and events.
b. Responsible for the preparation and submission of the monthly reports to the PSEA Networks
c. Follow up on specific requests from the PSEA Networks, including responding to the incident alerts sent by the Networks.
d. Ensure proper recording of all materials, meeting minutes and reports from/to the PSEA Networks
e. Where possible participate actively in joint PSEA activity with other organisations and through the lead of the PSEA Coordinators (joint risks assessment, establishment of PSEA working group in camps, awareness campaigns, establishment of interagency CBCM, etc.)
KEY PERFORMANCE INDICATORS
· A PSEA SOP is developed and approved to be rolled out for the mission.
· Training materials on PSEA for different positions and departments are available.
· One checklist of key mitigation measures per activities is available for field staff.
· All hubs have PSEA Focal points who have capacity to roll out face to face trainings on PSEA.
· Two PSEA Network meetings attended per month and activities reports submitted to the Networks.
· The PSEAH Senior Officer leads on the SEA investigations in the mission and victims are referred to relevant services when needed.
· All SEA investigations are properly documented.
· All SEA complaints and alerts are followed up and closed.
· 100 % of offices with visibility of PSEA commitments, expectations and SEA reporting channels
· 100 % of staff aware of their obligation of reporting SEA and aware of the SEA reporting mechanism
QUALIFICATIONS
Very good computer skills and command of MS.
