Purpose of the Role
The Senior HR Officer based in Jordan and Yemen will work closely with the HR Operations Manager and Human Resources Officer to manage and oversee operational HR functions for the Jordan and Yemen offices, ensuring compliance with Jordanian and Yemeni labour laws and ARK’s HR policies. This role involves working across the entire breadth of HR activities, including, but not limited to, Talent Management, Compensation & Benefits, Performance Management, Employee Relations, Compliance and Employment law, while collaborating with local and international teams to maintain high-quality HR services.
What you'll be doing
Compensation and Benefits:
- Manage the timely and accurate compilation and approval of HR payments and payroll for Jordan and Yemen staff.
- Ensure HR policies and procedure compliance with Jordanian and Yemeni regulations related to employee pensions, taxes, and deductions.
- Administer employee insurance programs, including health and workmen’s compensation, ensuring alignment with local requirements.
- Oversee leave management to ensure staff utilize benefits effectively.
- Review consultant invoices and related documentation to ensure compliance, approval and processing for payment.
- Collaborate with finance and senior management to provide reports for salary reviews and other compensation-related matters.
- Responsible for the implementation, renewal and administration of local employee benefits, such as health insurance, in collaboration with the appropriate support services colleagues.
- Conduct due diligence on current staff, pre-employment candidates and consultants as per ARK processes.
HR Systems Administration, Contracts management and Compliance:
- Ensure that all employment, consultancy, daily, and intern/volunteer agreements are up to date, renewed as required, and compliant with local laws.
- Coordinate with line managers to monitor and manage contract renewal periods for their subordinates.
- Coordinate with the Finance Department and external authorities to handle social security, tax filings, and employee registrations.
- Create, review, and amend, local HR policies and HR processes to ensure they are compliant with local regulations and meet organisational needs.
- Facilitate communication and understanding of updated policies across all levels of the organization to ensure consistent implementation.
- Lead HR audits and implement improvements based on findings.
- Manage employee documentation and records in accordance with privacy laws, organisation standards and securely managed in the HR System.
- Provide regular HR reports to senior management and respond to ad-hoc reporting needs.
- Act as the focal point in the expatriate work permit and residency issuance and renewal.
Recruitment, Talent Management and Employee Relations:
- Manage the end-to-end recruitment process for the Jordan and Yemen offices, including job scoping, advertising, screening, and onboarding.
- Provide guidance and support to managers on performance appraisals, goal setting, and feedback.
- Oversee performance management through probation and periodic reviews, ensuring continuous development and talent retention.
- Support staff throughout their employment lifecycle, ensuring a positive onboarding and offboarding experience.
- Ensure job descriptions and contracts are regularly reviewed and compliant with Jordanian and Yemeni employment regulations.
- Support in designing and implementing programs to maintain and improve employee satisfaction and well-being.
- Address complex employee relations issues and guide management through conflict resolution, and act as a focal with the country lawyer.
Strategic HR Support:
- Collaborate with the HR Operations Manager and local management to support strategic initiatives and improve organisational HR processes.
- Work with HR colleagues to create, review, and amend corporate-wide HR policies and HR Processes to meet HR and organisational needs.
- Act as a point of contact for employees and management in Jordan and Yemen regarding HR policies, onboarding, offboarding, employee relations, and performance management.
- Contribute to organisational development by identifying training and professional development opportunities for staff in Jordan and Yemen.
- Participate in cross-office HR projects and ensure the implementation of HR best practices in Jordan and Yemen.
- Partner with HR Operation Manager and senior leadership to ensure HR strategies and initiatives are aligned with the organisation’s long-term objectives.
