In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.

As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s new strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za’atari, and Azraq camps) refugees and urban-based refugees, and in coordination with the humanitarian and development community and the Government of Jordan. Simultaneously, IRC in Jordan is shifting to a more long-term resilience/development programming responding to the context in Jordan and the worsening vulnerabilities faced by refugees and vulnerable Jordanians.

 

Job Overview/Summary: Under the direct supervision of the Grants Coordinator, and with the technical support from the Grants Manager, the Senior Grants Officer will be responsible for daily administrative work of the Grants Unit in the Programs Department. The Sr. Grants Officer will maintain grants files, grants tracker and online systems (OTIS, Box, and SharePoint), support in scheduling and organizing regular meetings and taking meeting minutes, and assist in all reporting and business development tasks, as requested. The Sr. Grants Officer will work closely with the program, finance, MEAL, and other departments as per the required tasks.

Major Responsibilities:

 

Award and Information Management (60%)

·       Support the Grants Coordinator and Grants Manager with the maintenance of all paper and electronic grant files including uploading documents and handling information on the IRC’s electronic grants management platform - Opportunity Tracking and Implementation System (OTIS) and filing all key documentation and correspondence in the Grants folder on the cloud filing system, Box. 

·       Lead administration aspects of the award management as assigned by the supervisor.

·       Maintain up-to-date grants trackers and calendars, including the Jordan Grants Tracker and grants tabs in the Project Dashboards, tracking deadlines and submissions, key meetings, and all other key information.

·       Assist the Grants Coordinator and Grants Manager in compiling grants information for IRC’s regional and HQ offices, upon request and in assigned templates.

·       Prepare any reporting, presentations, or other templates as requested.

·       Support the Grants Coordinator and Grants Manager in coordinating and gathering required, accurate and detailed inputs for donor narrative and financial reports. Support in the report reviews as assigned by the supervisor.

·       Support the Grants Coordinator and Grants Manager in providing files and preparing required information for any internal or external audits.

·       Support the Grants Manager in preparation of monthly Technical Unit (TU) spending summary sheet, to be shared with the TU and followed up on with IRC Jordan’s finance department.

·       Conduct other duties as assigned by the supervisor.

 

Business Development (20%)

 

·       Support the Grants Coordinator in timely collecting and compiling inputs for concept notes and proposals including budget narratives and required annexes, from different departments, as assigned.

·       Create opportunities on OTIS and coordinate all approvals for the open grants as well as pipeline grants on the platform, with the support of the Grants Coordinator. Ensure the approvals are received in a timely manner. This includes, but not limited to, compiling/preparation of Go/No Go forms (GNG), follow up on OTIS workflows with the correct staff, ensuring accurate and up-to-date OTIS filing and project code (D1) requests/updates.

 

External Relationships & Coordination (20%)

·       Support the Grants Coordinator and Grants Manager (when requested) in preparing key information, sharing meeting invitations, preparing meeting agendas and other communications, especially regarding the project’s progress and challenges, as requested to be shared with the donors.

·       Schedule and track all meetings throughout the Project Cycle Management (PCM) for all grants and support Project Leads in noting down key action points in the Project Dashboard and following up on the actions with the responsible staff.

·       Take meeting minutes and distribute them to key staff, for any assigned meetings by the Grants Coordinator.

·       Support the Grants Coordinator and Grants Manager in any other requested coordination activities, internally and externally.
