The Regional Hub for Arab States in Amman focuses on thought leadership, crisis response and country office support. With a focus on effective, timely and responsive support in line with UNDP’s programme priorities and tailored to the emerging and changing needs and priorities in the region the offer of support includes strategic policy advice, programme development and implementation, capacity development, policy research and analysis, knowledge services, and operations.
The Amman Regional Hub implements regional initiatives under the Regional Programme for Arab States 2022-2025 which touches upon the following areas of work: governance and anti-corruption, regional cooperation for the reduction of poverty and inequality, knowledge economy, conflict prevention and peacebuilding, climate security, youth engagement and empowerment, gender equality, resilience building, among others.
Through its regional projects, the Regional Programme generates and avails development knowledge, experience and expertise to countries across the region; supports the creation and development of inter-country initiatives and networks among governmental and non-governmental partners to address shared challenges at a sub-regional and regional levels; facilitates inter-country collaboration on cross-border issues, such as trade, environment, and migration; advances regional dialogues, and experience exchange on development issues that may be sensitive where regional level advocacy may enable country level engagement and action, such as with efforts to fight corruption and exclusionary practices targeting certain groups; and promotes experimentation and innovation to help overcome institutional, financial and knowledge barriers that may be too high for an individual country to surmount.
Duties and Responsibilities Scope of Work
Under the overall guidance from the Chief/Deputy Regional Hub Director, and direct supervision of the Regional Programme Manager, the RBM Analyst will ensure the following:
- Ensure the results-based management of the regional programme and projects as per the following:
- Effective application of RBM principles and requirements using corporate tools, establishment of management targets and monitoring achievement and reporting on results;
- Coordination of programme implementation in collaboration with the project managers and teams, introduction and monitoring of performance indicators/ success criteria, cost recovery, targets and milestones;
- Provide technical support to the development, and compilation of activities and/or indicators related to the Regional Programme
- Coordination across teams to promote and support synergies for implementation of the programme and assessment of results;
- Oversight and management (as required) of cross-cutting outcomes in the Regional Programme;
- Monitor quality of programme interpreting data and reporting by the projects, identification of key issues of design that affects development of solutions;
- In close collaboration with the Regional Programmes, carry out high level analysis and provide recommendations for enhancing programme performance;
- Coordinate the annual planning exercise including target setting and reporting exercises against outcomes and outputs in close collaboration with the Regional Programme Manager;
- Provide technical assistance in the conceptualization, creation, and enhancement of data systems, processes, and indicators for the Regional Programme
- Contribute and advise on the development of the multi-year work-plans for all projects.
- Ensure proper governance and assurance measures of the regional programme, including providing guidance on project boards, LPACs, etc…
- Advise the regional programme teams on PPM related matters and provide guidance when required.
- Ensure and effectively support RP and IP assessments and selection processes in collaboration with regional projects managers and teams, as needed.
2. Ensure the effective design and management of monitoring and evaluation processes as per the following:
- As Focal Point for the Monitoring and evaluation corporate systems and Quality Assurance processes, ensure realistic inputs into the annual target setting exercise, and monitor progress.
- Track progress through indicators, data collection, and performance assessments
- Ensure regular update of data indicators in all the data platforms for effective decision making, and facilitate the development of outcome monitoring plan for the accomplished activities
- Provide advice and recommendations to Regional Programme/Project management on monitoring and evaluation, performance management, and results reporting
- Provide technical advice for the revision of performance indicators to ensure accountability and continuous learning
- Provide guidance on evaluation policies, procedures and practices to Regional Programmes, in line with UNDP policies and processes;
- Provision of the technical advice at the design stage of Regional Programmes/Projects setting up a framework with defined indicators at the design stage to facilitate planning, monitoring, reporting and evaluation at the later stages in line with an underlying Theory of Change;
- Provision of evaluation feedback into policy/project/programme design, including comments on various documents;
- Engage with the project managers in the evaluation process and review TORs and evaluation reports and engage with evaluators to ensure quality of final product.
- Timely preparation of sound analytical documents with well-reviewed and sound positions on areas evaluated, assessment of the impact and effectiveness of Regional Programmes;
- Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.
- Provide guidance and technical support to compile and consolidate monthly, quarterly, semi-annual, and annual programmatic performance reports of all data initiatives
- Provide technical support to prepare quarterly, annual, and other reports required by UNDP and/or donors
- Coordinate with various teams to generate annual progress report on all major initiatives when requested
- Coordinate all reporting obligations and requirements for Programme/projects
- Provide support to ensure wide dissemination of the results report to donors/stakeholders.
3. Facilitating partnerships for development and innovation as per the following:
- Maintain partnerships, keep close communication with existing partners/donors, and work collectively with a focus on Regional initiatives
- Keep liaison with partners through knowledge sharing and/or regular meetings
- Exchange knowledge of various internal data initiatives with partners/donors for the betterment of data for decision making
- Provide support and advice in the preparation, revision and clearance of agreements with partners (donors, government, NGOs/CSOs, UN Agencies and other partners), and monitoring the overall implementation of agreements
- Contribute to the development of specific donor fund-raising strategies and approaches
- Contribute to the negotiation of mutually beneficial agreements, ensuring compliance with partner requirements, including reporting requirements
- Ensure alignment and collaboration among teams/donors/partners.
- Contribute to the development of proposals and project documents, specifically on TOCs and results frameworks and ensure monitoring and reporting are properly managed through direct engagements with project managers and donors.
4. Ensure facilitation of knowledge building/sharing, and provide guidance to different stakeholders on data management and reporting as per the following:
- Organize and conduct training for Operations/Programme/Project staff on RBM
- Continuously provide technical guidance/advice on RBM tools and methodologies
- Synthesize lessons learned and best practices related to RBM.

efficient functioning of the Regional Programme and the Organization.
