To support Jordan's climate governance in the face of challenges, it's imperative to integrate climate considerations into national plans. The project of Development of the First Biennial Transparency Report of Jordan, the Fifth National Communication, and the Second Biennial Transparency Report combined under the UNFCCC (BTR1 – NC5/BTR2) will reinforce technical and institutional capacity. This effort aims to assist Jordan in mainstreaming climate change concerns into sectoral and national development priorities. It also enables the Entity and State Level Governments to meet international environmental obligations by strengthening institutional and technical capacity.


The project will pinpoint GHG mitigation projects eligible for international funding, thereby enhancing Jordan's ability to implement cost-effective climate policies. Aligned with existing climate initiatives, the project strengthens local capacities and identifies synergies with other national and local projects. Furthermore, it will explore interlinkages between climate change and gender equality, contributing to gender-responsive climate policies.


Through the proposed Enabling Activity, Jordan intends to leverage existing capacities. Additional support is sought for sustainable reporting, with a focus on developing a domestic Measurement, Reporting, and Verification (MRV) platform and enhancing transparency. The project promotes Jordan's green transition by capitalizing on institutional networks and lessons learned, fostering stakeholder collaboration across ministries and sectors.


Under the overall guidance and supervision of Team Leader of Sustainable Green Pathways and Inclusive Growth Portfolio and direct supervision of the Environment Programme Analyst, the Project Officer and will be recruited on a full-time basis and will be responsible for the overall implementation of the project activities. 
 


Duties and Responsibilities

Scope of Work


Under the overall guidance of the Team Leader of Sustainable Green Pathways and Inclusive Growth Portfolio and direct supervision of the Environment Programme Analyst,  the Project Officer selected on a competitive basis, will be responsible for the overall implementation of project activities as follows:


1.Ensure Effective Management,  Implementation amd Monitoring  of the projects` activities


  • Manage the overall conduct of the project.
  • Plan the activities of the project and monitor progress against the approved workplan.
  • Execute activities by managing personnel, goods and services and trainings, including drafting terms of reference and work specifications, and overseeing all contractors’ work.
  • Technically supervise consultants and sub-contractors.
  • Review technical reports and substantively contribute to development of technical knowledge products and other deliverables obtained from consultants and contractors, ensure technical assessment and control of quality.
  • Monitor and control the technical progress of the project and ensure adequate project performance in terms of delivery of progress indicator values in accordance with the agreed timeframes.
  • Monitor events as determined in the project monitoring plan, and update the plan as required.
  • Provide support for completion of assessments required by UNDP, spot checks and audits.
  • Manage requests for the provision of UNDP financial resources through funding advances, direct payments or reimbursement using the FACE form.
  • Monitor financial resources and accounting to ensure the accuracy and reliability of financial reports.
  • Monitor progress, watch for plan deviations and make course corrections when needed within project board-agreed tolerances to achieve results.
  • Ensure that changes are controlled and problems addressed.
  • Perform regular progress reporting to the project board as agreed with the board, including measures to address challenges and opportunities.
  • Prepare and submit financial reports to UNDP on a quarterly basis.
  • Manage and monitor the project risks – including social and environmental risks - initially identified and submit new risks to the Project Board for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log;
  • Capture lessons learned during project implementation.
  • Prepare revisions to the multi-year workplan, as needed, as well as annual and quarterly plans if required.
  • Prepare the inception report no later than one month after the inception workshop. 
  • Assess major and minor amendments to the project within the parameters set by UNDP-GEF;
  • Monitor implementation plans including the gender action plan, stakeholder engagement plan, and any environmental and social management plans.
  • Monitor and track progress against the GEF Core indicators.
  • Prepare the End of Project report and complete the NC/BTR Annual Status Surveys.
  • Add technical tasks as necessary.
  • Monitor and track progress against the GEF Core indicators.

2. Ensure strategic partnerships and communication and ensure the implementation of resource mobilization


  • Coordination of project`s activities with other involved governmental and non-governmental organizations;          
  • Working closely with CBOs, municipalities, and concerned partners;
  • Coordination of project`s activities with other involved governmental and non-governmental organizations;
  • Assist in establishing a trusting relationship with all concerned groups, including relevant ministries and local NGOs;
  • Work as a liaison officer with the local communities institutions;
  • Ensure appropriate stakeholder participation in the project implementation through coordination with all concerned institutions;
  • Participate in the resource mobilization program and assist in drafting concept notes related to the pillar thematic areas.

3.Facilitate knowledge building and knowledge sharing, focusing on the achievement of the following results:


  • Ensure visibility of the project, including adherence to visibility standards and templates of the donor, UNDP and Government, as required;
  • Facilitate a learning and adaptive approach to project management and implementation by supporting the development and dissemination of lessons learned;
  • Liaise with Ministry of Environment team to ensure proper synergy between the different components of the project;
  •  Ensure synergy and integration with all relevant projects/interventions implemented by UNDP;
  • Participate in meetings of relevance to the mandate of the Environment Pillar;
  • Assists with writing of press releases and speeches related to events organized by the project, and ensures an adequate media coverage for such events and any other strategic issues/activities linked to project implementation.
  • Contributions to knowledge networks and communities of practice;
  • Ensure active participation in learning and knowledge sharing in gender analysis and gender mainstreaming;

4. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Min. Education requirements
  • Advanced University degree (Master’s degree or equivalent)  in natural resources, environmental management ,applied sciences, engineering or sustainability is required. OR
  • A first level university degree (Bachelor’s degree)in the areas mentioned above,  with an additional 2 years of relevant experience will be given due consideration in lieu of advanced university degree 

Min. years of relevant work experience 
  • Minimum of two (2)  years (with Master’s degree) or four (4) years (with Bachelor’s degree) of experience in relevant professional work experience of demonstrable project/programme management experience, and working experience with minirals, and/or national or local administrative bodies that are concerned with environmental management and national statistics is required. 

Required   skills 
  • Knowledge of Result-based management and experience in  project management and implementation;
  • Proven Experience in project  work plan preparation.
  • Proven experience in budget management.
  • Proficiency in the use of computer software applications especially MS Word and MS Excel.

Desired skills in addition to the competencies covered in the Competencies section
  • Experience in project development and resource mobilization. 
  • Past experience working with similar GEF-Funded projects.
  •  Familiarity with technical assistance projects and the UNDP Programme in Jordan.
  • Familair with GHG inventory and calculations such as LEAP (Low Emissions Analysis Platform) for GHG Mitigation Analysis.
  • Experience within UN agencies is an advantage.

Required Language(s) 
  • Fluency in   English and Arabic is required.
