Job Description

Background:

 

In the framework of the project “Civil society organizations in Jordan are active agents of human rights protection and sustainable development through developed capacities and institutionalized coordination and participation mechanisms, ACTED aims to strengthen the technical and institutional capacities of civil society organizations to scale up collective action and advocacy for inclusive sustainable development.

 

Under the supervision of the Project Manager, the Project officer will contribute to the development and ensure the implementation of the project funded by the EU, “Civil society organizations in Jordan are active agents of human rights protection and sustainable development through developed capacities and institutionalized coordination and participation mechanisms”. The project officer will responsible for strengthening the technical and institutional capacities of civil society organizations to scale up collective action and advocacy for inclusive sustainable development.

The Project officer will be supporting the need assessments and capacity-building activities implemented in collaboration with CSOs in the northern and central Jordan governorates.


Location: Jordan, north, south and central Governorates.


Job Purpose:

The project officer is responsible for overseeing the development and implementation of an assessment of the capacity of CSOs operating in the host communities of North and Central Jordan as well as for implementing their organizational development and capacity-building.

The Project Officer will be primarily responsible for training and monitoring the implementation of institutional capacity of national CSOs, co-applicants, and national unions. as well as Developing the practical and networking capacity of CSOs to monitor and support equitable progress towards Jordan’s sustainable development agenda.

 

Objectives:

·       Contribute to the development of the project tools (CSOs selection criteria, grantees selection criteria, etc)

·       Maintain Project records and data.

·       Take the lead on identifying CSOs capacity building needs through assessment activities.

·        Contribute to conducting a comprehensive assessment highlighting wider trends in the opportunities and challenges facing CSOs at the national and grassroots levels.

·        Take the lead on outreach and identification of target CSOs at the grassroots), mid, and national levels in line with ACTED’s Global 3Zero Strategy.

·       Participate in preparing the capacity-building plans of the co-applicant and target CSOs as well.

·       Oversee the capacity training manuals according to the findings of the GOCA assessment of Grassroots CSOs.

·       Oversee the development plan for Target CSOs in cooperation with the Project manager.

·       Take the lead on fostering the Collaboration and dialogue between CSOs, union representatives, government partners, and key private sector actors to advance reform on specific policy issues.

·  Follow up and report on the project implementation ..

·  Provide necessary coaching and mentoring during the capacity-building plan of Co-applicants and CSOs.


Duties and Responsibilities:

  • Collection data on potentiel CSOs knowledge and skills .
  • Supporting in Conduct a comprehensive assessment highlighting wider trends in the opportunities and challenges facing CSOs at the national and grassroots levels
  • Explaining the selection criteria to the CSOs, facilitating co-applicants in the targeting process, and sharing feedback .
  • Participating in CSOs selection at the community level, ensuring CSOs meet pre-defined criteria and verification process .

-       Supporting the CSOs in identifying the needs by using the Participatory Grassroots Organizational Capacity Assessment (GOCA) tool and further informed by the 3Zero assessment .

  • Collaborating and providing information for monthly, quarterly and end of the project reporting to the donor.
  • Keep an up to date record of major events in the governorate and report on them when necessary
  • Support office maintenance and logistics when necessary.
  • Participate and engage in any project’s trainings and meetings as requested by supervisor.
  • Ensure cross-program integration, learning, sharing and adoption of best practices from other ACTED activities and teams.
  • Ensure effective integration and mainstreaming of gender into all programs.
  • Any other tasks assigned by supervisor.
