JOB TITLE: Programme Policy Officer (Refugees Transition and Self Reliance)
TYPE OF CONTRACT/GRADE: Fixed Term / NOB
UNIT/DIVISION: Programme
DUTY STATION: Amman, Jordan
DURATION: 1 year with the possibility of extension based on performance Proactively support the coordination with UNHCR Jordan on the Joint Sustainable Action Plan, the joint secretariat and to lead on the self-reliance workstream. Closely work with WFP staff leading on the provision of humanitarian assistance to Refugees; to ensure close linkages between humanitarian programming and the referral mechanism, advocacy and livelihood activities. Contribute to strategic development of linkages between humanitarian assistance and sustainable solutions for refugees, by creating the internal programmatic readiness as well as the engagement with external partners. Lead WFP Jordan’s negotiations and advocacy with the relevant Ministries and national counterparts in Jordan. Co-lead the conceptualization of data analytics (data mining) projects with RAM to identify skills and capabilities of the refugee population that can be translated into evidence-based advocacy messages to stakeholders. Extensively liaise with other relevant WFP units. Identify gaps in the data & information from programmatic perspective and facilitate the solution-finding with RAM and other technical units, including but not limited to labour market analysis and Skill Mapping data update . Develop advocacy messages based on the results of the collected data, write strategic policy briefs and drive advocacy activities of WFP. Coordinate and drive joint advocacy with UNHCR and other actors. Support the implementation and closely follow up with RAM on different monitoring and evidence generation activities for different projects under Activity 4. At least (3) years of postgraduate professional experience in livelihood, employment or development projects, start-ups, or relevant experience. Demonstrated project work experience in long-term strategies (formulation and operationalization) and change management. Work experience and technical knowledge in Livelihood Programming/ Job placement activities/ development programs required, or equivalent strong project management skills in the private sector. Extensive knowledge of the livelihood sector, development actors, and start-up scene in Jordan is highly desired. Experience in coordination with external partners and stakeholders. Previous UN, NGO or donor agency experience a plus. Strong ability to think strategically. Experience in analysis of complex problems, synthesizing different options into decision-ready documents. Ability to advance project implementation under short timelines, under pressure, and managing multiple priorities simultaneously with minimum supervision. Demonstrated experience in liaising, collaborating, and coordinating with external and internal stakeholders. Initiative and proactiveness, creativity, “can-do” attitude, and flexibility with excellent interpersonal skills and team spirit. Experience in change management, including initiating and managing change management activities preferred.
