Salary Range for this position is between 2700 JD and 3500 JD

JOB SUMMARY



The Program Coordinator works closely with all sectors leads to ensure project quality assurance and
consistency of all projects across the country program. The Program Coordinator will work closely with the Finance Department on program budgeting including staffing and activities, monitoring through regular review of pipelines and coordinate with budget holders and the Logistics Department the design of a procurement plan for each project being implemented. The Program Coordinator will collect and analyze projects data from the Monitoring and Evaluation Department, and prepare the donors reports in coordination with the Grants department for technical review. The Program Coordinator will attend donor technical meetings, and work in coordination with the Deputy Country Director - Programs in the development, implementation and review of the Country strategic plan.

MAIN TASKS AND RESPONSIBILITIES



Business Development/Proposal development



In collaboration with grants and management personnel, support to identify funding opportunities and contribute to the design of new program concepts. Contribute to project design by leading on: Brainstorming sessions, needs assessments via field teams, and costing of services in coordination with central team. Lead on project proposal write up: 1- Collaborate with both technical unit and field team for input; 2- Edit narrative; 3- Coordinate with grants on donor requirements. Indicator and targets: collaborate with M&E department, technical unit, and field teams to set project indicators and associated targets. Collaborate with central and field teams, finance, and grants to develop budget and budget notes.

Analytical work (excluding Proposals)



As directed collaborate the team to: 1- Develop executive summaries on running projects which can later serve as basis for additional work on policy briefs; 2- Develop position papers on IMC initiatives; 3- Conduct performance reviews of programs ;4-Ensure evidence based decision making on best utilization of analyzed data.

Program Management



Work closely with Deputy Country Director - Programs to determine the operational needs of the program within the scope of the grants. Set direction by prioritizing and organizing actions and resources to achieve objectives and contribute to country wide strategy development. Work closely with the M&E team to integrate M&E approaches and activities into program plans and operations. Analyze data gathered and propose alternative strategies of program implementation. Implement and maintain prescribed reporting systems to monitor and evaluate the objectives, indicators and outcomes of the country programs. Confer with and advise staff, and others key stakeholders to provide technical advice, problem solving assistance, answers to questions and program goals and policy interpretation. Conduct regular field visits to evaluate program effectiveness, to develop improved methods; share findings to advise the general direction of the program. Work with field site teams and logistics to procure program supplies within program budgets. Compile program and donor reports. Liaise closely with local authorities, donor and partner agencies to ensure program compliance with donor policies and regulations and complementary with other agencies' efforts.

Finance Management



Work with finance and project staff to ensure timely and accurate financial and programmatic reporting. Provide input to the Deputy Country Director – Programs on potential areas of concern related to programming spending, effectiveness of in-country reporting and planning and adherence to financial requirements. Prepare work plan and budget that identify key objectives, responsible staff, deliverables and potential roadblocks. Play an active role in preparing internal and external audits with finance and take all necessary measures to address audit findings.

Working Relationships



Maintain frequent communication with Deputy Country Director – Programs to ensure program activities and objectives are communicated. Maintain regular coordination with the field and technical teams to ensure smooth operational processes are in place and are supporting the implementation of the program activities. Work with Logistics staff to ensure the coordination of programs supplies are within budgeted targets Attend coordination meetings which are relevant to country activities. Interface with national government and relevant agencies as necessary.

MINIMUM QUALIFICATIONS



Bachelor's degree in a related field is preferred. An equivalent combination of relevant education and experience may be substituted as appropriate. Typically, 10+ years of relevant and progressive NGO project and personnel management experience in humanitarian or development contexts, including a minimum of 2 years of professional work experience in an operations management role. Familiarity with design and programming processes of different donors. Significant experience in managing budgets. Experience in project management in the humanitarian sector. Skills and knowledge in program sustainability and capacity building, public private partnerships and project monitoring and evaluation (both quantitative and qualitative methods). Profound cross-cultural awareness and insight into health care issues. Ability to exercise sound judgment and make decisions independently. Extremely flexible, and have the ability to cope with stressful situations and frustrations. Creativity and the ability to work with limited resources. Excellent decision-making skills. Team player and strong communication skills, both oral and written in English and Arabic. Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint.
