Overview:



IBTCI is seeking a M&E Specialist/Methodologist (Performance Monitoring Specialist, Mid) for the Department of State, West-Bank, Gaza, Lebanon, Third-party Monitoring Services for Humanitarian Assistance to Palestinians Activity. The project aims to provide support to PRM’s ongoing oversight of humanitarian assistance for Palestinians in Gaza, West Bank, and Lebanon through in-person and remote observation of implementing partners’ (IPs) program activities and through the collection and independent analysis of partner performance and risk management data.
The M&E Specialist/Methodologist shall provide technical leadership and advise on the development of sound data collection tools, protocols, and analysis plan.

This full time position is expected to be based in the region and is contingent upon award.



Responsibilities

Essential Duties/Tasks and Responsibilities:



Assists in the development of data collection tools and protocols, including survey questionnaires, focus group discussion guides, key informant interview guides, observation check lists, desk review matrixes, etc. Assists in the development of evaluation statements of work, methods, and deliverables. Ensures all data collection processes (tools and training) are tailored for use when engaging with vulnerable groups. Advises on design of appropriate mobile or web-based data collection platforms for remote monitoring. Assists in the development of data analysis framework and protocols. Assists in the development of data quality assurance procedures to ensure reports are inclusive of clean, accurate, and high-quality data. Assists in the development and delivery of training modules for enumerators or other staff involved in data collection, analysis, or report writing.
Qualifications

Minimum Requirements:



At least 10 years of experience in monitoring and evaluation, including development of monitoring frameworks and tools. Advanced degree in social sciences, research methods, or other relevant field. Expertise and formal training in quantitative and qualitative data collection methods and analysis. At least five years of experience in implementing or monitoring humanitarian assistance programming. Understanding of digital security issues. Experience in designing and administering remote monitoring data collection tools. Demonstrated experience in the Middle East region, strongly desired. Strong English speaking/writing ability. Arabic language not required, but a plus. Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required. Ability and willingness to work for extended periods in insecure and diverse environments. Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket. In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.

Education:



A bachelor’s degree in international affairs, social science, Statistics, or a related field. A master's degree is preferred.

Preferred Knowledge, Skills and Abilities:



Familiarity with the operational context and challenges in conflict-affected or fragile environments. Strong analytical, interpersonal, and team management skills. Experience with data visualization tools and infographics is a plus.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
Work Authorization: Candidate must be authorized to work in Jordan or another neighbouring country.
