Background


The Norwegian Refugee Council (NRC) has been a leading humanitarian actor in the response to the Syria crisis, in Syria and across the region, since 2012. Against a backdrop of conflict, socioeconomic and environmental deterioration, climate change and natural disasters, we provide emergency, transitional, early recovery and resilience programmes to people in need. We lead advocacy to promote unimpeded and sustained access to assistance for people across Syria and we call for increased humanitarian funding, resilience and early recovery support to alleviate the hardships of the Syrian people. 


The purpose of the Head of Programme position is to assume overall responsibility for programme development and strategic vision in the country, promoting learning and a cost-conscious culture as well as ensuring effective and constructive communication between related functions and Area offices.


The Head of Programme has the overall responsibility to develop and ensure good partnership relations and ensure programme relevant advocacy priorities are identified and taken forward. The position also has line management responsibility as well as responsibility to manage and ensure support and capacity building related to PCM, M&E framework, integrated programming and programme quality.


What you will do: 


In this position, you will:


  • Lead and guide the development and adaptation of the Programme (Core Competencies) strategies
  • Ensure the quality implementation of the Programme strategy and report on progresses
  • Manage performance, support and develop the Programme Unit
  • Ensure that appropriate support is extended to the Area Office programme teams
  • Support the Country Director in developing and implementing the fundraising strategy 
  • Represent NRC in relevant coordination fora and with donors
  • Lead the development of quality proposals, reporting, and other documents for donors’ engagement
  • Support the management of Whole-of-Syria grants
  • Facilitate the development of organisational learning from programme implementation.
  • Collaborate with the Advocacy and Policy Manager to ensure continuous exchange of information and full understanding of programme priorities. 
  • Foster strategic partnerships with stakeholders to increase principled, humanitarian access.
  • Facilitate exchanges with other NRC Country Offices in the region to build programme synergies.

What you will bring:


  • Minimum 5 years’ experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Core competency expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/Specific skills, knowledge and experience:


  • Knowledge of the context in Syria
  • Knowledge of Arabic is an added value
  • Experience with NRC’s range of Core Competencies

What we offer:


  • Duty station: Amman, Jordan (Full family duty station)
  • Contract: 12-month contract (possible extension, dependent on performance & funding) 
  • Travel: up to 30% 
  • Salary/benefits: grade 11 on NRC’s scale with accompanying terms and conditions
