The Bureau for Policy and Programme Support (BPPS) and the Crisis Bureau (CB) are the two anchor Bureaux of the GPN. The Bureau for Programme and Policy Support (BPPS) plays a central role in developing relevant policies and guidance to support the results of UNDP’s Strategic Plan. BPPS designs and implements global projects and provides technical expertise and advisory services to countries and engage in global policy processes across a wide range of thematic and cross-cutting issues, including poverty and inequality, governance, climate change, environment, energy, sustainable finance while ensuring that human rights, gender equality, and social inclusion as central to its approach.  The Crisis Bureau (CB) spearheads UNDP’s efforts to support countries on a key challenge: how to anticipate, prevent, respond to, and recover from fragility and crisis. CB addresses the risks that precipitate crises, prevent early exit from them, and perpetuate long-term dependency on humanitarian assistance.  Guided by UNDP’s Crisis Offer (2022), CB works within the GPN and with Regional Bureaux (RBx) and Country Offices (COs) to implement solutions across prevention, response and recovery that help break the cycle of protracted fragility and crisis. The Governance, Rule of Law, and Peacebuilding Hub, a joint endeavour of the Crisis Bureau (CB) and the Bureau for Policy and Programme Support (BPPS), integrates work across governance, rule of law and peacebuilding (GRP) to substantially improve UNDP positioning and resource mobilisation, global advocacy; advance principled and effective solutions that support accountable, inclusive and effective governance and prevent and respond crisis , and enable peacebuilding and early recovery from crisis, whilst addressing underlying risks.  The Hub supports integrated policy and programming and thematic and operational partnerships with key stakeholders including the UN System, IFIs, donors, civil society, and the private sector. The Hub’s functions involve providing leadership, advising on strategic positioning, managing global programmes, developing GRP solutions, supporting country office programming, and leading crisis response and recovery support on GRP. The Hub also focuses on knowledge management, monitoring, evaluation and learning, and resource mobilisation.  Its work is organised according to the following thematic areas: governance of public goods and services; rule of law and security; human rights; business, human rights, and peace; democratic institutions and processes; peacebuilding; local action; and open and inclusive public sphere.  The issues of digital transformation, data for SDG16+, and gender equality are cross-cutting.    Position Purpose:Based in the Amman Regional Hub, and under the direct supervision of the Governance, Peacebuilding, and Crisis Response Team Leader for Arab States with matrixed reporting to the Head of Governance in BPPS, the Governance Advisor is responsible for growing and leading RBAS’ work on Governance in line with the UNDP Strategic Plan, the Governance Global Programme (Governance for People and Planet), the Regional Governance and Peacebuilding framework priorities, and the RBAS Regional Programme. The incumbent acts in response to requests from RBAS, country offices and HQ and coordinates with the BPPS and other global advisors.  The Governance Advisor will work across Regional Hub teams, support programme integration, and ensure development and execution of quality and coherent policy and programme advisory services within the region and across the GPN. The incumbent advances the mission of UNDP and increases the credibility and recognition in this thematic areaDuties and Responsibilities Programme Support:  Lead RBAS’s work on Governance, coordinating closely with other members of the broader RBAS Governance and Peacebuilding Team, Regional Programme Governance Specialists, and other RBAS thematic teams, in supporting country offices in the Arab States to strengthen their integrated Governance programmingin line with the Strategic Plan, the Governance Global Programme and other relevant Global Programmes, RBAS’s Regional Programme document and CPDs.   Provide programme support to Amman Hub and Country Offices in the region on Governance issues, including Anticipatory, Adaptive and Agile Governance (AAAG), Governance of Public Goods and Services, Local and Multi-level Governance, Policy Reforms, SDG 16, inclusive participation, etc.   Ensure policy and programme coherence at the regional level across the 4 outcomes of the Governance Global programme and the broader priorities of the Governance, Rule of Law and Peacebuilding Hub.  Support the development and implementation of integrated portfolios that respond to emerging socio-economic and political multi-dimensional crises at national and sub-national level, and provide policy advisory and programming services at the request of the Country Offices including through the conceptualization of programmes, capacity development and backstopping. Pursue this objective through close collaboration with Hub specialists in areas such as Rule of Law and Human Rights, Conflict Prevention and Peacebuilding, Anti-corruption, Youth empowerment, Inclusive Growth, Environment, Gender, etc., and in collaboration with HQ (BPPS and CB) Teams.  Promote and support the mainstreaming of Governance in GPN teams at regional and country office levels, also supporting the emergence of Governance approaches across the Humanitarian-Development-Peace Nexus, cross-border and sub-regional programming and areas-based programming as relevant.   Identify and support: Innovative approaches to foster sustainable peace and the social contact through inclusive participation, collaboration between public and private stakeholders and trust in institutions at national and local level, including through rights-based digitalization.   Mechanisms to support people’s agency, especially women, youth, people with disabilities, and marginalized populations.  Innovative approaches to foster transparency, efficiency, and effectiveness of public institutions for better delivery of public goods and services.   Incorporate gender equality, human rights’-based approach and conflict sensitivity in policy and programming work, and consider portfolio approaches, adaptive and risk-informed programming in development solutions.   Provide relevant contribution to UNDP SURGE and other requests coordinated by the GPN, as agreed with supervisors  Supervise staff, as needed, in agreement with their supervisor/s, and in the context of the achievement of the objectives of the team and the function.Policy Development: Lead the integration of UNDP’s work on Governance within the region into a coherent policy and programming framework that is aligned to UNDP’s Strategic Plan, the Governance Global Programme and other Global Programmes, Regional Frameworks and RBAS’s Regional Programme Document, as part of the Governance and Peacebuilding Team and working with other Teams in the Hub and in HQ.  Provide technical expertise in identifying tools, developing methodologies and producing knowledge products linked to Governance issues, such as public sector reform, modernization of public services, transparency and accountability, electoral assistance, civic engagement, youth and gender responsive Governance programming, etc.  Advise RBAS on policy gaps and opportunities for development of priorities and workplans, and contribute to the identification and scoping of technical issues warranting collaboration with HQ and regional teams to research, develop and share knowledge-based products to advance policy dialogue in the domain and present UNDP’s knowledge assets and capabilities at global and regional forums.  Provide technical expertise on the content development for regional/CO knowledge products through the analysis of data, case evidence, and research findings in accordance with corporate standards; Experience: A minimum of 10 years of professional work experience on Governance including leading teams, providing policy and programme advice on Governance areas in different development settings such as innovation of public services, decentralization, public administration reform, e-government, parliamentary development, electoral systems and political processes, institutional development, and state-citizen dialogue. Candidates in possession of only a first-level university degree must possess 12 years of relevant work experience to be eligible for consideration.   A minimum seven years in programme management is required.   Excellent negotiating, writing and communication skills, as well as team leadership capacities and proven ability to mobilize support from a wide range of partners is required.       English proficiency is required. Desirable criteria:  Prior relevant work experience in the Arab States and crisis contexts is an asset.  Understanding and experience working in digitalization for accountable, inclusive and effective governance is an asset.  Extensive Governance related work experience leading policy and programming engagement in at least three fields among:  i. innovation of public services/service delivery;  ii. decentralization and local governance;  iii. public administration reform;  iv. e-government;  v. parliamentary development, electoral systems and political processes; vi. institutional development, and state-citizen dialogue/social contract;  vii. disability inclusion;  viii. civic engagement, youth and gender responsive governance programming,  ix. information integrity.   Language: Fluency in English. Working knowledge of Arabic or French is considered a strong asset.
