Job Description Manages all aspects of the Country Program's financial activities in line with the Oxfam GB's and Oxfam international’s relevant policies, procedures, legal and statutory requirements in Jordan.
Responsible for effective management and operation of the
PeopleSoft financial system - includes General Ledger, budgeting and phasing part of OPAL(Oxfam Programme Accountability and Learning system) and CRIMSON (platform for restricted grants management) in Oxfam Jordan. Ensures timely and accurate data entry into PeopleSoft. Maintain sufficient bank funds to support country operations and ensure effective cash flow management. Develops financial analysis tools to assist in the management by monitoring budgets v expenditure. Conduct periodic reviews of actual versus budget variances, analyze trends, and identify risks. Address budget variance queries and provide financial advice to budget holders on resource utilization, forecasts, and fundraising. Works closely with Program Managers to ensure well managed program expenditure, including effective systems put in place, and regularly reviewed, allowing adequate financial management and control including Cash and cash flow management, forecast and budget phasing, expenditure procedures, and partners’ grant management. Responsible for planning, preparation, and execution of annual budgeting and financial year-end processes for the Country Program; ensures that submission of annual budget and year-end returns are in line with Oxfam requirements and standards. Active participation in submitting regular (monthly/quarterly) management reports to management and HQ as required/ relevant. Contributes to the development of funding proposals by ensuring that there is coherence between the project/program design and budgets. Review and verify monthly/quarterly account returns and balance sheet reconciliations, addressing significant movements in asset and liability accounts. Reviews and submit donor financial reports ensuring that financial reports correspond to the narrative reports and reconcile with PeopleSoft (General Ledger) in coordination with program managers and funding team. Oversee reconciliation of restricted contract balances, addressing discrepancies in a timely manner. Participate in, and lead where appropriate, Country Management Team (CMT) processes. Leads on cost -sharing and hosting agreements preparatory work for Oxfam entities hosted in Amman by the Jordan office. Manage monthly and yearly tax declarations, ensuring timely submissions and payment of outstanding balances to the Jordanian Income Tax Department. Ensure timely submission of Oxfam Jordan’s annual financial statements to HQ and relevant Jordanian ministries. Lead the annual statutory audit process for Oxfam Jordan, ensuring compliance with all regulatory requirements. Proactively monitors and assesses the quality of existing financial controls across the Country Program and introduces new controls / measures, as appropriate, to minimize the risk of fraud and theft. Monitors the implementation and application of the financial controls and compliance with all legal and statutory reporting requirements in Jordan, identifies solutions to problems and ensures that they are implemented in a timely, effective, and efficient manner. Ensures appropriate and secure record keeping for financial transactions in line with donors, Oxfam GB and statutory requirements in Jordan. Ensures adherence to donor financial requirements and Works with the finance staff to ensure the annual tax return filing as per the Government of Jordan Reviews all grants and contract agreements for management nuances and briefs Program Managers on potential areas of risk. Supports the execution of external / project Ensures that recommendations of audits, concerning the finance function, are implemented in a timely, effective, and efficient manner, and reports progress on implementation of the recommendations periodically. Ensures that the financial aspects of partnership agreements are accurate and in accordance with the implementing guidelines of donors and Oxfam GB. Ensures provision of technical finance support / training to partners in the implementation of joint Ensures that partner organizations are aware of and adhere to Oxfam's accepted financial management standards and practices; ensures that donor regulations and requirements are fully understood and implemented by partner organizations. Leads on the assessment of Finance function at partner organizations as part of the partner selection Assesses and identifies capacity and skill gaps in Finance function at partner organizations, develops capacity building plans in consultation and collaboration with partner organizations, and ensures timely and effective and efficient implementation of the plans in co-ordination with Finance officers/ assistants, monitors and reports upwards progress and improvements. Ensures periodic partner financial monitoring Provide financial support to teams in Amman, Zaatari Camp, and other operational areas as directed by the Country Director. Ensures that all required support is provided promptly to Oxfam teams, at scale and in line with the rules and principles during emergencies. Ensures that Oxfam's commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Sphere Project, Humanitarian Charter Minimum Standards, the NGO Code of Conduct, and other relevant tools. Other tasks as requested by the line manager to ensure effective and efficient operation of the Finance Minimum of 3 years' experience of working in the NGO sector, strong understanding of international donor and programme finance management, including programme monthly financial reports and restricted funding regulations and international donor compliance, preferably in a humanitarian Comprehensive knowledge and a minimum of 5 years of proven senior management experience in financial management activities, such as: budgeting, forecasting, and reporting as well as evidence of Strong knowledge of accounting standards, GAAP, and statutory requirements. Strong numeracy skills and attention to details. Strong computer literacy, and proven experience of computerized accounting packages, preferably PeopleSoft. Strong proven experience in using Excel spreadsheets. Experience in using Internet based programs and e-mail systems. Strong analytical and conceptual thinking skills with a proactive approach to identifying and resolving problems and suggesting improvements; able to understand complex issues and translate them into simple workable actions and plans. A high level of self-awareness, personal energy, stamina and flexibility. Ability to work creatively, effectively and in an innovative manner, adjusting to constantly changing situations while maintaining focus on delivery and follow-through.
