Overview:



IBTCI is seeking a Field Manager (Performance Monitoring Specialist, Mid) for the Department of State-funded West-Bank, Gaza, Lebanon, Third-party Monitoring Services for Humanitarian Assistance to Palestinians Activity. The project aims to provide support to PRM’s ongoing oversight of humanitarian assistance for Palestinians in Gaza, West Bank, and Lebanon through in-person and remote observation of implementing partners’ (IPs) program activities and through the collection and independent analysis of partner performance and risk management data.
The Field Manager shall manage the day-to-day field data collection activities, with close oversight of enumerators and lead role in performing initial quality assurance procedures on data reported from the field.

This full-time position is open to TCN's and locals, is expected to be based in the region, and is contingent upon award.



Responsibilities

Essential Duties/Tasks and Responsibilities:



Oversee field operations, logistics, and security for enumerators/field monitors. Reports to Chief of Party. Ensure enumerators remain accountable for the timely and proper submission of monitoring data. Verify that data is high quality, accurate, and collected according to established protocols and ethical standards. Lead and coordinate training of enumerators on data collection protocols, questionnaires, and reporting. Provide ongoing coaching and feedback to enumerators on how to strengthen data collection processes. Review incoming data/reporting for completeness, accuracy, and quality. Implement data quality assurance activities such as spot checks of data collected by enumerators. Review data following translation to ensure that the translation accurately reflects raw data.
Qualifications

Minimum Requirements:



Minimum 7 years of experience managing and/or supervising teams of enumerators/researchers in the field for data collection activities. Strong familiarity with common mobile data collection platform and data analysis software. Experience training enumerators on data collection tools, methods, and protocols. Strong English speaking/writing ability. Ability to produce English reports. Fluency in Arabic. Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required. Ability and willingness to work for extended periods in insecure and diverse environments. Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket. In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.
Education: A bachelor’s degree in international affairs, social science, Statistics, or a related field. A master's degree is highly preferred.

Preferred Knowledge, Skills and Abilities:



Familiarity with the operational context and challenges in conflict-affected or fragile environments. Strong analytical, interpersonal, and team management skills. Experience with data visualization tools and infographics is a plus.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
Work Authorization: Candidate must be authorized to work in Jordan or another neighbouring country.
