All selected candidates will, therefore, undergo rigorous reference and background checks.  Under the Sustainable Green Pathways & Inclusive Growth (previously the Environment, CC and DRR) portfolio, the United Nations Development  Programme (UNDP) is implementing several interventions to support the Government of Jordan (GoJ) in achieving the UN Sustainable Development Goals (SDGs) covering all governorates, in partnership with development partners and line ministries and local communities.  These projects concentrate on the environmental interventions that would support the community in using the available resources efficiently while maintaining these resources for the future generations, and promote advanced and sound environmental management approach, addressing also cross-cutting issues, maximizing the impact and sustainability of these interventions. The UNDP requires the services of a qualified engineer to manage the construction components of relevant projects, and to support the team in the overall management of fund agreements and projects. One of the main projects, amongst others to be managed by the Engineering Specialist), is the “Technical Assistance Agreement ” signed with the Ministry of Local Administration, in addition to support to the EU funded project for the 9Rs in Aqaba, both aiming to enhance solid waste management infrastructure and services in Jordan in a sustainable manner, where the Specialist will support in the management of the engineering components of the project.  Scope of WorkShe/he will carry out the respective tasks under the overall supervision of the respective Portfolio Manager, Projects Coordination Manager. Such works shall include close coordination with stakeholders and government personnel at the central and local levels. Construction project management: Support on site supervision of construction projects on daily basis when requested. Reviewing of shop-drawings, methodologies, inspection of works, quantities take-off, certification of payments, material submittals review, QA/QC management. Reviewing and preparing progress reports.2. Support in the technical approval process, project technical management: Assist in carrying out tasks in relation to project and technical management, projects (and constructions).  Applying project management skills to support the management of other contracts of relevance to the project. Support in detailing construction needs and plans and any other technical inputs and estimates for any new project proposals. Provide technical inspection, and supervision of the works on site.3. Support in the projects and projects contracts management: Development of relevant TORs, progress reports, concept notes and others. Planning procurement and tendering processes. Contract management and administration for design. Supervision and construction contracts/bids.4. Support the team in kick-off of projects: developing, reviewing, and monitoring annual work plans for projects. Reporting to the UNDP program management and development partners when requested. Any support in any other relevant plans or reports to the projects.5. Support the environmental management of the project:  Follow up on environmental studies, assessments, and plans that intersect and are relevant to the projects managed by The Specialist. Lead when required any team of assistants and experts to produce required results under the direct supervision of the UNDP Projects Coordination Manager.6. Projects support coordination: Follow up, and support on capacity building programs.  Support the project in coordination with local communities near to the projects.  Represent the UNDP in meetings and discussions with different stakeholders at the request of the UNDP program management.7. Academic Education Advanced Degree in civil engineering, or related fields. OR A first level University in combination with two years of qualifying work experience will be given due consideration in lieu of the advanced university degree.  Min. years of relevant Work experience  Minimum of five years of experience (with a Master degree) and minimum of Seven Years (with a bachelor degree) in civil engineering. Experience in implementation of large-scale projects in Jordan, where public sector-related construction projects is preferred. Knowledge of management and procurement systems in general is preferred. Required skills and competencies Knowledge of risk assessment concepts and the ability to apply them to strategic and/or practical situations. Sound knowledge and experience in contracts and construction management of complex/large-scale projects is essential.  Finalize project management trainings such as PMP (Project Management Professional) and RMP (Risk Management Professional) are essential.  Competency in the use of standard project management/planning tools such as MS Project Management /Primavera is essential.  Desired additional skills and competencies Competency in AutoCAD, and other computer-aided drawing programmes is an advantage.  Competency in the use of standard   Microsoft computer packages is essential.
