Humanitarian Context:

The Syrian crisis is one of the greatest humanitarian crises of the last 20 years, affecting around 16.7 million people, including 2.05 million internally displaced persons (IDPs). Over 5 million Syrians have sought refuge in neighboring countries or Europe. Humanitarian needs are immense, particularly in healthcare, local economy, and the inclusion of vulnerable groups, including persons with disabilities.


Handicap International Program Strategy :

From its management office in Amman, HI is leading a large humanitarian program from three different hubs (Beirut, North-West and North-East), along four main pillars:


  1. Support to Health Partners: Provide multidisciplinary rehabilitation services (physical rehabilitation, mental health support, prosthetics, etc.).
  2. Humanitarian Mine Action: Includes clearance, risk education, and victim assistance.
  3. Inclusion of Persons with Disabilities: Strengthen individual and collective inclusion of persons with disabilities into basic services.
  4. Training and Support to Other Humanitarian Actors: Help other organizations integrate persons with disabilities and vulnerable groups into their responses.

 New sectors of interventions could include Inclusive Education and Economic Inclusion in the upcoming years.


Your mission as Business Development Specialist :

The Business Development Specialist 's main role is to support the program's growth, especially in fundraising. They will work closely with technical leads and program directors to develop funding proposals and ensure coherent communication with donors.


  1. Strategic Positioning & Planning:
  • Monitor donor priorities and identify funding opportunities.
  • Participate in implementing the fundraising strategy.
  • Map humanitarian actors and monitor funding trends.
Relationship Management:
  • Strengthen relationships with donors, strategic partners, and international organizations.
  • Participate in platforms and meetings to increase HI's visibility.
  • Manage donor communication for compliance with their requirements.
Proposal Development:
  • Coordinate proposal writing and project note development, ensuring compliance with donor guidelines.
  • Participate in writing complex proposals and negotiating consortium agreements.
  • Ensure complete and compliant submission of proposals.
Capacity Building:
  • Develop training modules on proposal writing and project cycle management.
  • Train staff and local partners on donor rules, regulations, and strategies.
