Job Description


ORGANIZATIONAL CONTEXT:

Syria has been experiencing a prolonged crisis since 2011, severely damaging its economy and social fabric. Currently, almost 33 percent of the people in need of humanitarian assistance in 2024 are internally displaced persons (IDPs) and out of the 7.2 million IDPs, 5.5 million are in need of humanitarian assistance.


The 2024 Humanitarian Needs Overview (HNO) states that around 15.5 million people (66 percent of the population) need food, livelihood support, agricultural assistance, or assistance from national safety nets. At least 12.9 million people are in need of food assistance, including more than 2.1 million who live in camps and a further 2.6 million are at risk of food insecurity. The main causes are the prolonged crisis, economic collapse, eroding purchasing power, the impacts of the Coronavirus disease pandemic, and an earthquake, these pre-exiting effects compound with recent crises including influx from Lebanon, internal displacements following ongoing change in control coupled with dwindling humanitarian funding further  exacerbates food insecurity and strains livelihoods.


As a response to this situation, the World Food Programme (WFP) has developed an interim country strategic plan (iCSP) that addresses the growing food and nutrition needs, livelihood deterioration, and the collapse of food systems. The iCSP began implementation in January 2022, drawing from WFP's experience and lessons learned and collaborating with humanitarian and development stakeholders.

JOB PURPOSE:

The M&E AAP Programme Associate, under the responsibility of the Qamishli Area Office Head of Programme, will work within the Programme unit in NES Area Office (AO). The job holder will support the AO on-site and remotely monitor the effective implementation of WFP programmes, ensuring a high level of accountability to affected populations. Additionally, the incumbent will provide the necessary support and tools required for this purpose. The role will also involve close collaboration with the Monitoring and Evaluation (M&E) and Accountability to Affected Populations (AAP) functions within the Country Office.

KEY RESPONSIBILITIES (not all-inclusive):

1. Monitoring

  • Supervise the Monitoring team, inform on staffing needs and ensure regular training is delivered to WFP Field Monitors (FMA) and Third-Party Monitors (TPM)
  • Ensure a balanced monitoring coverage, with a priority of expanding WFP direct monitoring in accessible areas
  • Conduct regular field visits, conduct key informant interviews and focus group discussions to understand the operational context and ensure oversight over the work of FMAs, TPMs and CPs, understand underlying issues and identify actionable solutions
  • Verify the quality of the data collected by Monitors, TPM, etc. and support the implementation of country office data quality initiatives.
  • Support the testing and improvement of monitoring tools, analyze information gathered, extract key findings, patterns, recurring issues, areas for improvement, report on them and ensure follow-up
  • Maintain an accurate and up-to-date list of implementation sites, ensuring it remains organized and updated.
  • Support the preparation of FLAs for the M&E-related sections or sections relevant to monitoring planning e.g. Food Distribution Point mapping

2. COMET

  • Ensure the COMET Roles and Responsibilities are fulfilled as per the COMET SOP
  • Support WFP CO by ensuring timely data entry and coordinating reconciliation efforts at AO level

3. Targeting

  • Support Beneficiary Verification exercises, including the retargeting, in close coordination with VAM in AO and the country office RAM team
  • Lead the verification process of the re-targeting exercise based on the guidance developed by the country office team

4. Accountability to Affected Populations (AAP)

  • Develop a comprehensive set of key messages and Frequently Asked Questions (FAQs) that addresses the inquiries of affected people by providing pertinent information.
  • Ensure that the existing Complaint and Feedback Mechanism (CFM) is both adequate and contextually relevant, adapting tools and strategies to address any challenges related to outreach, such as network issues, illiteracy, language barriers, and logistical access to persons with disabilities.
  • Assist in the establishment of a centralized World Food Programme (WFP) database to effectively manage, track, and ensure appropriate responses to complaints and feedback received from beneficiaries via various secure CFM Channels.
  • Maintain continuous oversight of the WFP Sugar CRM (Customer Service Management) system, and refer complaints to the relevant cooperating partners and WFP personnel.
  • Ensure follow-up on the corrective actions taken and responses provided by cooperating partners and WFP staff, and systematically record inputs to the WFP CRM and relay feedback to the WFP CFM Operation as well as to the affected individuals.
  • Effectively support the WFP Syria efforts towards ensuring adherence to the community engagement standards, maintaining close coordination, and providing feedback on challenges, progress, and lessons learned.
  • Maintain close coordination with other stakeholders and international agencies, actively participating in regular meetings related to the Accountability to Affected Populations (AAP) and ensuring timely feedback to the AAP team at the country office regarding new initiatives, as well as alerting them to any changes and restrictions.

5. Reporting

  • Provide inputs and lead on all reporting requirements related to M&E and AAP, i.e., monthly monitoring reports, M&E and AAP inputs for the weekly operational briefs. Monthly situation report and any other reports related o the section.
