Job Description

Job Title: Senior Monitoring, Evaluation, and Learning (MEL) Specialist
Project: Iraq Monitoring, Evaluation, and Learning Activity (IMELA) Department/Location: Baghdad or Erbil

Project Overview :
The Iraq Monitoring, Evaluation, and Learning Activity (IMELA) aims to provide USAID/Iraq with comprehensive MEL support services to facilitate effective decision-making, strategic learning, and adaptive management. IMELA’s key prospective focus areas include third-party monitoring, evaluations, assessments, capacity development, and organizational learning. The project is designed to help USAID meet performance management requirements, enhance programming decisions, and promote learning about effective development approaches.
This position is contingent upon award.
Responsibilities
Essential Duties/Tasks and Responsibilities:
Third-Party Monitoring (TPM) and Verification Develop and oversee the implementation of TPM methodologies, including data collection tools and protocols. Provide technical guidance to field teams conducting TPM site visits, ensuring high-quality data collection and reporting. Coordinate TPM activities with USAID staff and stakeholders, ensuring smooth execution and effective communication. Lead analysis and reporting efforts to ensure actionable insights and learning from TPM data.
Evaluations and Assessments
Collaborate with USAID clients to develop and refine evaluation scopes of work. Recruit, orient, and guide evaluation team members, leading planning meetings and fieldwork. Oversee the design and execution of evaluations, including methodological approaches, data collection, and analysis. Identify and manage data collection firms and subcontractors, including their procurement and training. Supervise dissemination of evaluation findings and reports.
Performance Monitoring
Review and provide technical input on Activity Monitoring, Evaluation, and Learning Plans (AMELPs) from implementing partners. Support USAID in developing or updating their Performance Monitoring Plan (PMP), ensuring alignment with partner AMELPs and performance indicators. Analyze performance monitoring data, prepare visualizations, and provide recommendations for program adaptation. Lead capacity-building training sessions on monitoring and evaluation for Mission staff. Oversee data quality assessments (DQAs) and ensure adherence to quality standards.
Staff Supervision
Supervise MEL staff and subcontractors, providing technical and administrative leadership to the project team.
Qualifications
Minimum Requirements:
Master’s degree in Statistics, Social Sciences, International Development, or a related field. At least 9 years of MEL experience, including evaluations and performance monitoring. Proven experience overseeing third-party monitoring or similar high-volume data collection and verification efforts. Strong understanding of M&E policies and data quality assurance practices; knowledge of USAID policies strongly preferred. Experience supervising staff and managing subcontractors in technical and administrative roles. Prior experience working with USAID or other international donors required. Fluency in English with excellent oral and written communication skills; proficiency in Arabic is strongly preferred. Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required. Ability and willingness to work for extended periods in insecure and diverse environments. Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket. In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.
Education: Master’s degree in Statistics, Social Sciences, International Development, or a related field.
Preferred Knowledge, Skills and Abilities:
Familiarity with the Iraqi operational context and challenges in conflict-affected or fragile environments. Strong analytical, interpersonal, and team management skills. Experience with data visualization tools and infographics is a plus.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
Work Authorization: Candidate must be authorized to work in Iraq.
