JOB PURPOSE:
Protection Officer: is responsible for supervising and monitoring the implementation of Protection and Education activities in the area of responsibility, with a special focus on children with disabilities (CWD). The officer will supervise a team of project staff under casual contracts in the field, ensuring that all activities align with World Vision’s programming principles and best practices. The Protection Officer plays a vital role in ensuring that children, particularly CWD, are empowered to realize their rights. The officer will ensure timely reporting to the project manager/coordinator and monitor the quality, adequacy, and timely implementation of all Protection and Education activities.
The primary objectives of the project are to ensure that the Protection Officer in Tooz district supervises and monitors the implementation of protection and education activities. This includes overseeing a project team, ensuring that activities align with World Vision principles, and focusing on the rights and needs of children with disabilities.
KEY RESPONSIBILITES:
Education and Child Protection Coordinate and communicate with other departments internally to ensures quality and accountability of the project; Consult technical issues with Technical Adviser(s) in project implementation in timely manner and seek for an appropriate support whenever necessary; Work closely with MEAL team to conduct end line assessment as well as collect the indicators and provide the necessary support to the team; Coordinate with P&C to recruit field staff when necessary and follow up any issues according to P&C policy and Procedure; Work with S&C and Finance for procurement as necessary; Supervise CP officer(s) in supporting cases, case planning, case conferences and closures; Attend and represent WVI at the inter-agency and coordination meetings (clusters, working groups and others) as agreed with Zonal manager and Technical Advisor; Develop monthly and weekly activity and procurement plans and implement as well as monitor to achieve expected results as planned; ·Under the supervision of Project manager, ensure that all planned activities are implemented on time, within the budget according to quality standards; ·Ensures timely update the progress and any issues of field activities to Project manager and Protection and education Technical adviser. Lead the preparation of all procurement and administrative documents required for program implementation. Provide different trainings to staff and project participants in education and protection sectors; Ensure a context based mechanism to be in place to hear the voices of the community for WVI project interventions. Strengthen meaningful child/youth participation at the community level; Assist in identifying, reporting and responding to existing and potential child protection threats at the community level; Create an environment of open communication, creative thinking, and cohesive team effort; Facilitate beneficiary training and coordinate with line directorates or private sector to conduct training to project beneficiaries.
Project Management (Quality Implementation, Financial & Risk Management):
Assist in establishing and overseeing systems to efficiently control the quality of educational and child protection initiatives, ensuring activities meet donor and community expectations. Apply quality benchmarks to the project in coordination with the MEAL team to monitor and improve project performance. Maintain project budgets to ensure the efficient use of resources in education and child protection activities. Coordinate with finance and procurement teams to ensure timely delivery of materials and resources necessary for project implementation. Manage day-to-day grant activities, ensuring that project activities comply with the grant agreement and expenditures align with grant guidelines. Provide variance explanations for monthly financial reports and assist in budget projections as needed. Ensure local partners fulfill their roles as per the Memorandum of Understanding (MoU), maintaining accountability and performance standards. Identify potential risks in project implementation and work with relevant teams to develop mitigation strategies to ensure project continuity and success.
Coordination with local community groups/ Government Departments/ Other stake holders (Internal and External):
When required, collaborate with the Area Manager and Technical Advisor to represent World Vision at interagency coordination meetings. Actively participate in Education and Child Protection Cluster Meetings to review progress and attend relevant state-level meetings. Represent WVI projects on internal World Vision Communities of Practice (CoPs) and working groups within the Syria Response and other relevant forums. Coordinate day-to-day operations and financial management of education and child protection activities, ensuring all implemented activities align with approved project work plans. Liaise with the Area Manager and Technical Advisor to ensure smooth project execution. Community and Authority Engagement: Liaise with beneficiary communities, education and protection clusters, and local authorities to ensure project sites are selected according to project design requirements and community needs. Foster strong relationships with community groups and government departments to facilitate effective project implementation and ensure alignment with local policies and regulations. Support collaboration with local partners and stakeholders to ensure the successful implementation of education and child protection initiatives. Ensure all stakeholders are informed and engaged throughout the project lifecycle.
Monitoring, Reporting and Administration:
Draft monthly report including all required information of the updates of the activities and make sure of submitting on time; Ensure project documentation is up to date and project records, photos and contracts, correspondences are filed; Assist with monitoring the indicators and quality benchmarks to achieve the targets; Contribute to the preparation of internal and external reports; Support Project Manager in compiling the reports through managing all the project data to be provided at any time necessary; Provide inputs and/or actions to address the issue of Accountability shared by MEAL team. Support project manager to administer project budget to ensure accurate and timely budget spending.
Staff Management (Learning and capacity building):
With the support of the Manager, develop staff planning and provide guidance and support to the field staff in their role/tasks. Assist the Manager in recruiting of staff as needed. Keep a positive, flexible and dynamic work environment. Maintain regular coordination meetings (or other if needed) to ensure good coordination within the team. Ensure that the field staff clearly understand their daily tasks, project goal and expected results in short/long term

Ensure that organizational security measures and directives are integrated into project.
