Job Description
We are looking for a HSE Lead for one of our clients with the following details:
Location: Basrah, Iraq
Scheme: Rotational 28 days ON / 28 days OFF
Start: 1 April 2025
Duration: 12 months, renewable
Qualifications & Experience Required
- Education: Engineer with minimum 15 years working experience of a high hazard industry, i.e., Construction, Oil & Gas, onshore plant and others including previous experience in HSE Supervisory role (Min 5 years).
- Professional HSE qualification at Diploma / Degree level minimum (e.g., MSc occupational Health and Safety or NEBOSH diploma/Certificate)
- Understanding of development and construction activities.
- Good understanding of HSE policies and strategies, HSE Management Systems and Risks & Middle East country Legal Framework
- Membership of an appropriate professional body.
- Experience in incident investigation.
- Familiarity with safety and environmental legislation.
- Knowledge of company standards and/or previous experience with other major IOCs in large oil and gas construction projects.
- Good presentation skills.
- Experience in the implementation of behavioural safety systems and analysing the data produced.
- Understanding of oil and gas production equipment, processes and utility systems
- Experience reviewing and commenting on Contractor construction phase HSE plans and related documents.
- Good knowledge of qualitative and quantitative risk assessments techniques.
- Good knowledge of HSE legislation and international standards, including IOGP standards, onshore plant standards, ISO and Company referential framework (Rules, Specifications, Guides).
- Ability to proactively drive positive change.
- Be a Role model to establish effective team working.
- Autonomy and previous experience in working transversally.
- Highly proficient in spoken and written English. Spoken and written Arabic is a plus.
Activities
Leadership
- Supports Out of CPF Site Manager by raising relevant alerts coming from EIW & NWP HSE Leaders with site/field inputs.
- Supports packages’ EIW & NWP HSE Leaders
- Promotes Company HSE policies including the Safety Culture program at the Package level.
- Deploy HSE Program “0 Fatality” (Safety Green Light, Life Saving Checks, Joint Safety Tour),
- Follow up implementation of Stop Card system, Safety and Sustainability Moments, World Day for Safety celebration.
Compliance
- Assists HSE Manager in defining Project HSE Management System in accordance with laws and regulations in force.
- Supports the review of contractor HSE management system documentation, method statements, risk assessments, etc.
- Supports organization of Gap analysis with Contractor to align/defines needs of bridging organizations
- Develop/outline Package specific processes and procedures.
Risk Management
- Interfacing with Security, ERW and Safety to ensure that all pre-requisites are granted to ensure the execution of the work in a smooth way
- Identify and align safety standards with Contractors.
- Reviews method statements and risk assessments issued by the different Contractors.
- Participates in safety design studies (HAZOP, HAZID, TRA, etc.) and project reviews.
- Review on regular basis status on mitigations measures/actions which outcomes from risk assessments.
Health and Environment
- Ensures that for all worksites within EIW and NWP Packages, occupational health hazards are identified and makes sure that adequate medical services are defined and implemented, including for MEDEVAC and repatriation of personnel, in support to Out of CPF Site Manager (RSES-D)
- Ensures that adequate PPE and driving policies are implemented by Package Team and Contractors.
- Implements Company plans and procedures for environmental, waste, and hazardous substances management. Ensures similar process is implemented by Contractors and Subcontractors.
- Ensure that all staff (project and contractor) adhere to TEEPRH conduct policy.
Contractor and Suppliers
- Monitor that the Contractors’ HSE Management Systems, performances and activities are following the requirements of the contracts.
- Reviews bridging documents when required and ensures they are validated by all parties.
- Participates in meetings and workshops for the preparation of construction, transportation, installation, and commissioning activities conducted by Contractors to ensure compliance with Project and site HSE requirements.
Competency and Training
- Supports in Setting-up HSE induction and orientation program for EIW and NWP Packages team.
- Implements Project HSE training plan for EIW and NWP Packages team.
- Ensures adequate training plan is implemented by Contractors, in line with Company HSE training requirements.
Emergency Preparedness
- Sets up, tests, and continually updates the EIW and NWP Packages Emergency Response Plan.
- Ensures that Contractors Emergency Response, Crisis Management and Contingency Plans are developed, implemented, continually updated, and regularly tested, in line with contracts requirements.
Incident Analysis
- Ensures that the reporting and analysis of incidents is performed as required. Outcomes from this analysis will be addressed to Out of CPF Site Manager (RSSE-D) for proper decision making.
- Takes part in / supervises incident, accident and high potential near-miss investigations and analysis.
- Contributes to the affiliate reporting system, and/or sets up and operates a Project system for reporting and analysing anomalies, incidents, and accidents.
Audits and Inspections
- Leads regular site visits, inspections, and audits to monitor HSE performance.
- Provides audit/inspection reports and ensures implementation of required corrective actions.
Performance Improvement
- Participates in EIW & NWP packages HSE Committees, Project HSE Committee and PMT Monthly meetings
- Establishes and provides HSE KPI, actions follow-up and performance reports.
- Ensures provision of the HSE plan and undertaking of HSE audits
